Rural vitalization is not only refers to the material vitalization,but also contains the spiritual vitalization or the cultural vitalization in the new era.However,at present,the reality which rural governance overemphasizes economic construction rather than cultural construction has become an obstacle to the overall revitalization of the rural society.In the field of rural cultural construction,the prominent problem is the prevail of the abuses and the old customs: the high betrothal gifts,the solemnization of the weddings and funerals forced the majority of farmers to bear much heavier economic burdens,furthermore the excessive comparison between the villagers also damaged the civilized atmosphere of the rural society.In view of this phenomenon,this paper studies the problems of transformation of bad customs in the rural areas,aiming at promoting the work of transforming bad customs in the rural areas smoothly and promoting the overall revitalization of the rural areas.This paper takes village Z as a case,comprehensively use the field survey method,interview method and the method of literature research,making a detailed analysis on the functions and problems of the multiple subjects in the work of transforming bad customs in rural areas.According to the survey,there are some outstanding problems such as the lack of ideological awareness of the town government,the offside,the absence of the position,and the inadequate transformation of functions in the movement of reforming customs in the rural areas.Besides the weddings and funerals council,supported and established by the town government,is also unable to effectively undertake the function transferred from the town government due to its insufficient growth and the members' lack of enthusiasm for the reform.The problems of the multiple subjects made it difficult to effectively promote the work and achieve the expected results.Therefore,in order to help township government transforming social traditions work better,by means of the theory of embedded governance,this paper provide embedded governance strategy for the villages which is relatively lagging and short of endogenous power just like Z village transforming social traditions.It requires the township government and the weddings and funerals council both embeds into the village governance field,play their own parts to promote the work.In the same time,the strategy needs them to embed each other.In addition,the village committee and the villagers,as the endogenous governance subjects in the village,should also strive to improve the ability of autonomy and participation.Embedded governance strategy can not only give play to the functions and advantages of multiple subjects such as the government and the social organizations,but also adjust the degree of embedding at any time with the changing of governance situation and the growth status of the subjects.It is a long-term governance model with strong flexibility and dynamics.It is hoped that the embedded governance model constructed in this paper can provide theoretical guidance and help for the improvement of Z village,and at the same time provide useful reference and help for other similar villages to effectively carry out the work of customs reforming.This paper creatively employs the embedded governance theory to construct a complete and effective dynamic governance model for rural areas with insufficient endogenous power to carry out the transformation of customs.This model goes beyond the traditional ideas of looking at the governance process from the perspective of overall static structure and designed to inspire multiple subjects' enthusiasm and play their respective advantages in transforming social traditions,form a resultant force.At the same time,activating the grass-roots government's thinking of the governance in order to promote the ability of governance to be modernized.This governance strategy is put forward also to pursuit the ideal relationship of "powerful state-powerful society".
