On Bad Social Customs Governance In Rural Areas From A Perspective Of Social Capital Theory ——A Case Study Of The High Bride Governance In YC County,Shandong Province

Since the 19th CPC National Congress,the Party has taken rural revitalization as the focus of development,as well as the general program and central task of rural work in the new era.Rural revitalization focus on solving the problem of agriculture,rural areas,rural key,among them,the local custom civilization as an important spiritual civilization construction requirements,is leading with ideological value,to build fine as the direction,to the powerful mental barriers to construct rural construction,to reverse the social atmosphere and customs of the rural poor,for the people to create rich spiritual home.Since2016,the "No.1 Central Document" has continuously put forward the latest instructions on the governance of rural social morality,which also shows that bad social customs have become a major disease of rural governance.Bad social customs,such as alienation of human consumption,gambling,feudal superstition and vulgar culture,have seriously affected local farmers’ yearning for a better life and restricted the overall development of rural areas.Therefore,it is of great significance to clarify the problem logic of bad customs,find the correct theoretical support,and put forward feasible solutions.Based on the theory of social capital,this paper deeply considers the problem of bad social customs.Through the research,the applicability characteristics of the social capital theory for the study of bad social customs are clarified,and the problem positioning is correctly identified.The problems of bad social customs represented by sky-high bride price are manifested in the following aspects,namely,the lack of cohesion of social network,the lack of stability of social trust,and the lack of perfection of reciprocity norms.To solve these problems,we can construct social network to create a communication environment.Build social trust and improve the governance system;Establish reciprocal norms,strengthen the concrete practice mechanism of restriction and supervision,and effectively govern the implementation of bad social customs,so as to make exploration and efforts to enhance the degree of local customs civilization.
