| In recent years,with the expansive development of the real estate economy,the high price of commercial housing has discouraged most low-income and middle-income families.The housing issue has obviously become one of the important social issues.In the early stage of the housing guarantee system,the government focused on alleviating housing difficulties for low-income and middle-income groups.However,due to the incomplete coverage of the housing guarantee system,new employment,migrant workers,and low-income and middle-income groups in urban areas cannot enjoy housing guarantee benefits,forming a "sandwich class" group.In 2009,Premier Wen Jiabao first put forward the development of public rental housing(referred to as public rental housing)in the "Government Work Report".Subsequently,the government issued a series of related policies to encourage local governments to vigorously construct public rental housing projects.With the constant enhancement of the number and scale of public rental housing,the phenomenon of "focus on construction and ignorance of management" is becoming a common phenomenon.The settlement of residents in public rental housing only solves the accommodation,but the residents do not feel at home at all.Community governance,as an important grassroots institution for national implementation and control,is becoming increasingly critical in the national and social governance system.Compared with ordinary urban communities,the characteristics of public rental housing communities such as strong heterogeneity,high mobility,insufficient supporting facilities,strong guarantee orientation,and concentration of disadvantaged groups have gradually become apparent,leading to the increase of the difficulty of community governance.This paper introduces social capital theory,community governance theory,and governance performance theory into the field of governance of public rental housing communities,so as to seek paths to improve the governance performance of publicrental housing communities.First of all,this paper summarizes the problems existing in the governance of public rental housing community from four aspects:community governance subjects,community normative construction,community interactive network,and community supporting resources by referring to relevant documents and conducting field investigations.Second,it carries out a theoretical analysis from the influence of social capital trust,norms,and network on the participation effectiveness,as well as service effectiveness and management effectiveness on the community governance performance of public rental housing.Then,it obtains basic data and measures through questionnaire surveys and interview surveys and analyzes the current situation of social capital and governance performance of public rental housing community.It is found that the social capital of the community of public rental housing has a positive influence on community governance performance,and the two have a significant positive correlation.Finally,it puts forward effective countermeasures to improve the governance performance of public rental housing community from the three aspects of building a trust system of public rental housing community,strengthening community normative construction,and jointly building a community network system. |
