Research On The Dilemma And Path Of Social Work Institutions Participating In The Governance Of Public Rental Housing In Chongqing

With the deepening of reform,the rapid growth of urban population as well as the continuous rise of urban commercial housing prices,the housing of urban residents and migrant workers has become a realistic problem to be solved urgently.Chongqing municipal government has thoroughly implemented the decision and deployment of the Chinese Party Central Committee and the State Council.As of March 2021,21 public rental housing projects have been established successively in the main urban area of Chongqing,including Konggang Jiayuan of Yubei District,Kangju Xicheng of High-tech Zone and Kangzhuang Meidi of Liangjiang New District,with more than 1.4 million inhabitants.The governance of public rental housing community has become the most concerned issue of the grassroots government.The participation of social work organizations in community governance is one of the innovative measures of current community governance.Therefore,Chongqing Municipal Government and Chongqing Public Rental Housing Administration are exploring the introduction of social work organizations in the governance of public rental housing community.However,social work organizations' participation in community governance,especially in public rental housing community governance,is still in its early stage with many problems to be solved.Taking the most representative K community in Chongqing public rental housing community as an example,this paper summarizes the background of introducing social work organizations to participate in community governance in K community and the participation mode,based on the understanding of the basic situation of K community,as well as the investigation and research from four levels of residents,social work organizations,community committee and sub-district office.Through field research,case analysis and in-depth interviews,this paper analyzes the existing difficulties in the participation of social work organizations in the community governance of public rental housing,and makes deep analysis of its causes.It also concludes the predicaments and their causes confronting the participation of social work organizations in the community governance of public rental housing,such as insufficient self construction,insufficient policy support,vague boundaries between government and society,low professional recognition,etc.On the basis of policy inquiry,literature consulting and further interview,the following solutions are proposed: in terms of strengthening self construction,it should focus on the cultivation of talent team,the standardization of the internal management system and the construction of self-restoration capacity.In terms of supporting implementation rules,the attention should be paid to the standardization of laws and regulations,offering tax reduction or exemption and the clarification of the implementation rules of talent team training.In terms of appropriate role positioning,the measures include the balancing of the relationship between government and society,the improvement of mode of cooperation and the transformation of assessment system.And in terms of improving professional recognition,it is of great importance to cultivate the sense of participation of public rental housing residents,broaden service channels,increase publicity,etc.It is hoped that the service level of social work organizations in community governance of public rental housing could be improved through the above-mentioned optimized schemes.This study can also provide a reference for promoting the construction of “multi governance”community governance system of Chongqing public rental housing community.
