| The goal of modernizing national governance system and governance capacity is settled in the report of the 19 th CPC National Congress.It is also presented in the report that a social governance structure based on collaboration,co-governance and common gains must be developed and that the social governance system of CPC Committee leadership,government responsibility,social coordination,public participation and legal security must be improved.In addition,it is emphasized in the report that the level of social governance legalization must be promoted.A community is the basic unit of social governance and Chong Qing is one of the main practice areas of the public rental housing system in the country which forms a new type of urban community.The public rental housing community has many features such as large community size,complex residential structure,diverse interest demands and difficult governance.The governance of communities is faced with double challenges of rule by law and the theory of governance.What is the effect? Where lies the problems? What is the direction? The author believes that the rule of law is one of the inevitable directions.Therefore,based on a lot of surveys and analysis the author has made,the author will discuss these problems according to the following steps: presenting problems,analyzing problems and resolving problems.The introduction of paper is mainly about the research background,research significance,research summary,research methods,research ideas and research innovation points of the legalization of public rental housing community.The first part of the paper is mainly about the transfer of focus from the construction of public rental housing communities to the governance of public rental housing communities in Chong Qing.On the basis of the study of the core concepts,the author analyzed and combed the construction,status and governance of public rental housing communities to lay the foundation for further analysis of the problems of the governance of public rental housing communities.The second part of the paper is mainly about the analysis of the predicament(the problems)of the governance of public rental housing communities.Based on the relevant data,cases and survey results of the governance of public rental communities in Chong Qing and in accordance with systems,entities,tasks and contradictions,the author analyzed and summarized problems of unfavorable governance systems,unclear functions of entities,inconformity of services and demands in communities and integrated social contradictions that increase the difficulty for governance.The author also analyzed the causes of these problems.In the third part,in order to solve the above problems,the author proposes measures for the legalization of public rental housing community.Firstly,the author thinks that crucial measure to solvethe problems above is to realize the legalization of public housing community governance and points out its objectivity and inevitability.Secondly,the author proposes some specific measures to promote the legalization of public rental housing community from 6 aspects such as streamlining governance institutions,promoting the agent pluralism,resolving the conflicts effectively and legally,improving the community’s environmental facility,enhancing public awareness about the rule of law and intensifying the protection of legislation. |
