A Study On The Policy Evolution Of Rural Poverty Control In China Since The Reform And Opening Up

Since the founding of New China,Communist Party of China and the state attach great importance to the management of rural poverty.Especially since the reform and opening up,The Chinese government has formulated many rural poverty control policies based on facts and local conditions.Combining the historical process of the practice of socialism with Chinese characteristics,This paper divides China's rural poverty control policy since the reform and opening up into three stages:The stage of governance of recessive poverty,the stage of brewing transition and the stage of governance of dominant poverty are the stages of governance of recessive poverty.In each stage,different poverty control policies are put forward according to the actual situation and characteristics of poverty-stricken areas and poverty-stricken population in China.Summarizing the experience of China's rural poverty control policy since the reform and opening up is mainly reflected in three aspects:Adhering to the Effective Combination of Party Leadership and Multi-party Governance,Developing Social Undertakings,Promoting Poverty Governance and Policy Innovation to Drive the Development of Poverty Governance.But from another perspective,The implementation of various policies for poverty control in rural China is also a process of continuous exploration and summary in practice.There are also some twists and turns and mistakes among them,which are also some of the problems that arouse our thinking.For example,the self-development ability of the poor is weak.Reducing poverty by relying mainly on national economic development dividends.Problems such as inadequate long-term mechanism of poverty control policies.On this basis,this paper prospects the future of rural poverty control in China.Mainly from the endogenous poverty alleviation as the focus to promote rural poverty management,open up a new path of ecological dividend poverty reduction,and actively respond to the problem of poverty return.
