Research On The Function Transformation Of Township Government

The township government is the foundation,the cornerstone,the implementation of the country's major policies and policies.The functional transformation of township government is not only the top-level design of national political system but also the requirement of township government in practice.The research of this paper is of great significance,which is conducive to the perfection of theory and the development of practical work,and to the construction of the credibility of grassroots political organizations.Baishi Town is a grass-roots government,this paper takes this as a starting point,because Baishi town government has relatively comprehensive issues in the process of exerting its functions.Baishi town government in the early stage of development,for the stone material of local enterprise is a kind of support to encourage the attitude,in the aspect of management is relatively loose,lead to the local in the process of stone mining,the air pollution,river pollution,soil erosion,and because the local stone mining compensation issue,the villagers petitioning is frequent,in white stone township government function display process,involving economic and environmental issues,letters and stability aspects of work.This paper studies the work content of baishi town government before and after the 18th National Congress of the COMMUNIST Party of China.It adopts interview method and case study method to collect information and data through interviews with township government staff and local villagers in Baishi town and through the local government website and official information publicity platform.The innovation point of this paper is the combination of theory and practice of the function transformation of township government,which provides theoretical reference for the function play in the practical work.In this paper,there are defects in the coverage of towns and villages.The research materials only refer to the transformation of government functions in Baishi Town in Wenshang County,Shandong Province,and only the data from 2010 to 2019 are collected in terms of the time line.The innovation of this paper is that it can combine the theory of transformation with practice.This paper provides theoretical reference for the work of township government.In this paper,there are defects in the coverage of towns and villages.The research materials only refer to the transformation of government functions in Baishi Town in Wenshang County,Shandong Province,and only the data from 2000 to 2019 are collected in terms of the time line.The change of administrative environment requires the administrative organ to adjust its function constantly to meet the external requirements.This requires timely and uninterrupted adjustment and transformation of the functions of township governments to meet the needs of social development.The rural revitalization strategy development have all promoted the transformation of the functions of township governments,promoted the transformation of township governments into service-oriented governments,improved their capacity to perform their duties according to law,and provided public goods and services.By comparing the functional transformation of the government in Baishi Town,it is found that the difficulties in the functional transformation of the township government are mainly as follows:the mismatch between fiscal powers and expenditure responsibilities,the imbalance between powers and responsibilities,the lagging service concept,and too much intervention in the work of the village committee.The main reasons for the difficulties in the transformation of the functions of the township governments are as follows:the malpractice of the management system of the township finance and county,the fuzzy division of the powers and responsibilities of the county and township in the organizational structure of the government,the lag in the change of ideas,and the inadequate guidance of the township governments to the development of the village committees.By summarizing the experience of Yanglinqiao town,this paper puts forward the corresponding Suggestions.We will establish a system in which fiscal authority and expenditure responsibility are commensurate.Establish the county and township power and responsibility system with clear authority and responsibility.Change the regulatory mindset.We will guide the development of community-level autonomous organizations.Finally through these measures to build a new pattern of governance.
