International terrorism is a dynamically developing political phenomenon.Since the beginning of the 21st century,it has shown many new features and trends, posing a more serious threat to global security. In order to combat this public enemy of human civilization, all countries are actively exploring the planning, formulation and implementation of counter-terrorism strategies, policies and measures.Russia and the United States are both countries threatened by terrorist threats. As two important players in the international arena,Russia and the United States' actions in the fight against terrorism have received close attention.Based on the fundamental principle of safeguarding their own interests, after decades of exploration and practice, both countries have established relatively complete anti-terrorism systems and mechanismsCritical discourse analysis is an emerging research direction in the field of critical linguistics that has gradually developed since the 1990s.Once it was proposed,it was highly valued by the academic community.British linguist Fairclough combined system-functional linguistics with sociological theory and proposed an important achievement of three-dimensional discourse analysis model.Specifically, the first dimension is text, which describes the linguistic characteristics of the selected corpus. The second dimension is discourse practice, which explains how text is produced, distributed, and consumed. The third dimension is social practice. That is to explain the dialectical relationship between discourse and society.Like other schools of critical discourse analysis, the core issue of this model is to explore the interaction and influence of discourse, power control, and ideology. This article uses Fairclough's three-dimensional discourse model as the theoretical framework to analyze the anti-terrorism discourse in Russia and the United States. The basic idea of the research is as follows:First,a total of 13 official documents issued by Russia and the United States in the field of counter-terrorism are selected, and a small corpus is built to analyze texts from three perspectives in the field of linguistics high-frequency words, transitivity systems, and modal meanings.Secondly, the research explains the process of the generation, dissemination and acceptance of the anti-terrorism discourse in Russia and the United States, and explores the relationship and characteristics of the three elements of the speaker, the receiver and the content of the discourse in communicative behavior. Finally, the research examines the contextual factors such as historical background and international environment that influence the generation of the text to unearth the ideology, political motivation, and power relationships behind the language.Political texts are a discourse tool for political power holders to achieve their political goals, and reflect the speaker or writer's perceptions, positions, and opinions of a problem. This article takes the political discourse related to the fight against international terrorism in Russia and the United States as the research object, and realizes the concrete application of the Fairclough's three-dimensional analysis model of critical discourse, with a view to providing a reference for broadening the theoretical perspective of the research on the fight against terrorism.
