Owing to its special location and religious,Pakistan quickly became the front lines on anti-terrorism in South Asia after the 9·11 incident.The United States has also rapidly adjusted its security situation and strategic concept to immediately set out building an US-centric "international anti-terrorism coalition",in which the anti-terrorism cooperation between Pakistan and the United States is precisely one of the several bilateral relations.This paper took their counter-terrorism cooperation as research objects,and made predictions by trend of their cooperation in the fight against terrorism based on combing the history of the two countries' anti-terrorism cooperation and selectively analyzing the major contents,characteristics,and influencing factors of their anti-terrorist cooperation.The first part mainly elaborated the mechanism of the international anti-terrorist cooperation and analyzed the anti-terrorist alliance between the United States and Pakistan.This part detailedly introduced both the Pakistani strategic position in the war on terror in the United States and the historical background and development of the anti-terrorism cooperation of them,and explained the necessity and deep reasons of the cooperation between the two sides at this time in terms of ideology,counter-terrorism status,and strategic needs.The second part mainly elaborated the main contents and characteristics of the anti-terrorist cooperation process between Pakistan and the United States,which mainly included: military cooperation,economic assistance,intelligence sharing,and legislative cooperation.Because of the great disparity in the strength of the two countries,the United States had an absolute advantage in counter-terrorism cooperation.Therefore,the asymmetry of the anti-terrorist cooperation between the two countries is very obvious.In addition,both the United States and Pakistan have a very strong pragmatism in the formulation of anti-terrorism policies and lack mutual trust.The alliances of the two countries are extremely fragile and their alliances are not stable.The third part mainly analyzed the restricting factors of the anti-terrorist cooperation between Pakistan and the United States,and further the future development trend and influence of the anti-terrorism cooperation between them.The U.S.-Pakistan Anti-Terrorism Alliance was not only the dominant force in South Asia's regional security,but also an important factor influencing regional power structure.The reality that the United States and Pakistan need each other determined that the content of future anti-terrorism cooperation between the two countries would be more practical.Through combing research on the anti-terrorism cooperation process between the United States and Pakistan and related issues,this paper believed that the original intention of the anti-terrorism cooperation between them is to maintain and promote the mutual national interests through bilateral cooperation,but the result was not much satisfactory.The crux of the problem was the fact that there is a great difference between the two sides in the recognition of terrorism and related basic issues.There were also major incompatibility and even contradictions in the maintenance of the interests of their respective countries,and the asymmetry of cooperation itself determined that the counter-terrorism cooperation between the two sides was not the way to maximize the minimum interests of the two parties,but the only measure that minimizes the maximum loss.This determined that although the U.S.-Pakistan anti-terrorist cooperation process was still fluctuating and full of contradictions and disputes,it would continue to carry on with its weight.
