Study On The Social Participation Development And Utilization Mode Of Civil Air Defense Engineering

As the international situation continues changing,the international community is also facing more complex and diversified security threats.Civil air defense engineering is a solid barrier against high-tech air combat.It can effectively protect the safety of personnel,materials,weapons and equipment,and improve the city's air raid and damage resistance.It is a very important part of the development and utilization of urban underground space.Under the new situation of China's social development,the social participation in the development and utilization of civil air defense engineering has become more diverse.The study on improving the social participation development and utilization mode,has an important significance to enhancing the comprehensive benefits of civil air defense engineering development and utilization.In essence,the social participation development and utilization mode of civil air defense engineering can be understood as the process of how the government and social forces promote and restrict each other and play their own roles in the development and utilization of civil air defense engineering.Through the research on the social participation in the development and utilization mode of civil air defense engineering,we can summarize and analyze the problems existing in the social participation development and utilization mode of civil air defense engineering and improve it.Based on the concepts of civil air defense engineering and social participation in development and utilization,and combining theories of public products,institutional changes,public policy implementation,public private partnership,this paper analyzes the two typical modes of social participation development and utilization of civil air defense engineering in S city,the social capital development and utilization mode and the government investment development and utilization mode,through two typical cases.This paper also analyzes the characteristics of the two modes from the aspects of investment,construction,operation and income,summarizes the advantages and disadvantages of the two modes,explores the lack of management coordination mechanisms,insufficient overall planning guidance,high integration pressure of funds,inadequate maintenance and management.At the same time,typical cases of social participation development and utilization mode of civil air defense engineering at home and abroad are analyzed and learned.In terms of establishing a management coordination system,the corresponding countermeasures and suggestions for improving the social participation development and utilization mode of civil air engineering are provided,such as improving the administrative management regulations system,improving the market operation system,refining the construction process technology management system,and improving the civil air defense project maintenance management system.
