| When the war comes,the civil air defense project can provide good protection for people’s lives,and at the same time,it can promote the city’s ability of disaster prevention and even national defense.With the rapid development of science and technology,great changes have taken place in all sectors of society.This is also true for war.Its form is no longer limited to the original single weapon form,and the information-based war situation will gradually become the mainstream.This requires our country to strengthen the construction of civil air defense project,so as to better defend the war and provide a strong guarantee for the people’s life safety.In the rapid development of social economy,the development of urbanization and urban construction are also accelerating.At the same time,the scale of all kinds of indemnificatory policy housing,commercial housing development and shantytown transformation is also growing,which makes the people put forward higher and higher requirements on living environment and quality,and also makes the city more difficult to deal with natural disasters Therefore,it is more necessary to speed up the construction of civil air defense projects and improve the functions of civil air defense projects.The reasonable and scientific planning of civil air defense project is very important and significant to the government administration and civil air defense departments.Based on the relevant theories of public management,such as the theory of institutional change,the theory of public economics,the theory of urban intensi ve development,the theory of public crisis management,this paper systematically combs and analyzes the current problems in the construction of civil air defens e projects in China,and finds out the problems The deep reason.Based on this,this paper puts forward feasible countermeasures and suggestions from multiple perspectives,including: the ownership of civil air defense project property rights,the improvement of laws and regulations and policies,the innovation of govern ment management mechanism,and the improvement of military and political lead ership system.In theory,this paper demonstrates the countermeasures and sugges tions put forward at all angles and levels,especially the specific countermeasures to promote the marketization of civil air defense project construction and imple ment the responsibilities of departments and institutions,which can better promot e the further improvement of the efficiency of civil air defense project constructi on in China,and also help to improve its functions and enrich its theoretical res ults This study has practical significance and reference value. |
