Research On Villagers’ Autonomy

Villager autonomy is the core of China’s grassroots democratic system and plays an important role in the stability and development of China’s rural and pastoral areas.The report of the Nineteenth National Congress of the Communist Party of China proposed to improve the rural governance system combining "autonomy,rule of law and rule of virtue".Villager autonomy is an important part of strengthening the rural governance system in the revitalization strategy of pastoral areas in Inner Mongolia.In order to achieve the goals of industrial prosperity,ecological livability,rural civilization,effective governance,and affluent living,continuous improvement of villagers’ self-government has become a key point.Although through decades of institutional accumulation,democratic accumulation,and experience accumulation,the democratic rights of farmers and herdsmen have been guaranteed,and village party branches and villager committees have gradually matured,there are still too many township government interventions,severe formalization of democratic elections,and village cadre work The phenomenon is not in place,and the villagers have a low degree of spiritual civilization construction.This paper takes Agacha,Wulatehouqi,Inner Mongolia as the research site,and uses the research methods of literature research,questionnaires,and interviews as the theoretical basis for governance theory,consultative democracy theory,and institutional change theory.Cha conducted research and obtained empirical information.This article is divided into 7 parts.The first part is an introduction,which mainly elaborates the purpose and significance of the research,combs the research situation of villagers’ autonomy at home and abroad,andelaborates the research methods,the main content of the research,and the innovations and deficiencies of the research.The second part is about the basic concepts of villager self-government and the introduction of related theories.The third part is the status quo of village autonomy of Agacha in Wulathouqi.The fourth part is the analysis of the problems and reasons in the village autonomy of Agacha in Wulathouqi.The fifth part puts forward the feasibility suggestions and countermeasures of optimizing the village autonomy of Agacha in Wulathouqi.The sixth part is the conclusion;it summarizes the writing content and process of the thesis,explains the difficulties encountered in the process of writing this article and puts forward the problems that should be paid attention to in the future research.
