As a right, the villager autonomy is fully expression of democratic rights at the ruralareas where is orderly operation. With the deepening of the village self-governance, thevillager autonomy related issues have gradually become important research subject. Theexertion of the villager autonomy involves in all aspects of the villagers’ lives, and guidesthe development direction of democratic rights in rural areas. However, the villagerautonomy is difficult operating normally due to the problems of the absence of thevillager autonomy in relevant legislation systems, the poor legal consciousness of thevillagers themselves, uncoordinated government-run system and geographicalparticularity in rural areas and so on. The reason of the emergence of these problems isthat the villager autonomy in faulty legislation, the villagers’ rights weak consciousness,distortions of township government functions in rural governance under the pressurizedsystem and "two committees" contradictions and the interference of clan forces causedby the blurry terms of reference. To solve these problems, Firstly, we need to rationalizesources of law at the legislative level, perfect the village self-governance legal system,and improve constitution to strengthen constitutional protection of the villager autonomy,perfect “Organic Law of Villagers’ Committees " and local laws and regulations of thevillage self-governance, improve the village self-governance law accountability and theright to relief system. Next, specific problems should be targeted to solved in perfectingthe villager autonomy security mechanisms, including raising the villagers’ cognitive levelof autonomy, reforming unreasonable composition in government system, clearing thestatus of village cadres in the village self-governance, innovativing "two committees"system, improving the democratic supervision mechanism and drafting “the villagerautonomy” when conditions are ripe.
