A Preminary Study On Questions And Solution Of Villager's Autonomy

Chinese villager's autonomy started at the beginning of the eighties of the 20th century. The abolition of the system of people's community made the countryside basic unit appear power vacuum. Farmers spontaneously organized a kind of self- management. The autonomy organization caused senior level attention. The senior level wanted to reduce the cost of control the countryside and promote democratic process in China, so they took a positive support attitude. "The Rules of Organization of Villagers' Committee" was formally issued in 1998. This text adopts a theory combined with practical method, trying to make certain exploration in villager autonomy. The whole text is divided into five parts altogether except preface and conclude:Part one, the overview of villagers' autonomy in our country and a brief introduction of GongPing Town. Including the introduction of relevant autonomy theories, the beginning and development of villagers' autonomy; the achievements made in villagers' autonomy. At last, I give a brief introduction about the target of investigation.Part two, Relations between state power and villager's autonomy. First of all, national legislative power and the power of villager's autonomy. There are often some conflicts between the two. Secondly, executive power and villager's autonomy, the grass-roots political authority gives too much administrative interference over villager's autonomy. Finally, the autonomy organization bears autonomy duty and administrative duty at the same time, but conflicts between the two often appears.Part three, the relations between autonomy organization and villagers.
