Studies Of Problems And Solutions On The Disposal Of Mass Incidents In The Liaoning Public Security Department

With social structure transition and social reform come at a crucial stage,and various social contradictions and intrest conflicts become more and more complicated,mass events occur frequently.Meanwhile,new features of mass events have occurred as a result of the fast development of informatization,as well as the popularity of new social medias like Weibo and Wechat.Intricate means and contents of mass events have brought great hidden danger to social security and badly influenced the image of government among the public.Public security agency,serves as the functional department to maintain social stability,works at the front line to deal with mass events,and it is a great problem for the public security agency to know how to handle these events properly.This thesis starts with the defination and features of mass events as well as the duties of public security agency in this field,and then analyze the current situation of mass events in Liaoning province with the methods of document research,case analysis on the basis of learning from research findings at home and abroad about dealing with mass events.By practical cases,this thesis also summarizes the problems that Liaoning public security agency is facing in dealing with mass events,such as delayed early warning,late Intelligence information,improper handling ways,impeded information channels,lack of cooperation with other departments,and analyze the causes of formation,such as unsound early warning mechanism,deficient site disposal ability,lack of efficient public opinion monitoring and guiding system,unsound joint working mode.Accordingly,reasonable and constructive suggestions have been proposed in this thesis,including establish a sound early warning mechanism,optimize commanding and decision-making system,improve public opinion risk monitoring system,and build joint working platform,so that it can provide referential experiences for the public security department to effectively prevent and properly deal with mass incidents.
