In recent years,our country and the rapid development of social economy and culture,etc,will inevitably cause the gap between urban and rural areas,the degree of regional differences and the gap between rich and poor is increased,the various interests are intertwined,and crisscross complex social contradictions,if the relevant departments and units can not be timely and effective solution,bound to lead to escalation,cause mass incidents,endanger the safety of social public security.Although the mass incidents are generally has the characteristics such as sudden,antagonism,complexity,disposition is very difficult,but every mass incidents should be through the process of accumulation,eruptions,disposal,as long as the public security organs through in-depth analysis and research,master the law of corresponding disposal according to the actual situation,can be timely and effective solutions to the mass incidents in infancy.The public security organs is an important force in maintaining social order stability in government departments,the prevention and treatment of mass incidents is the public security organ's duty and obligation.The public security organs shall be based on "early detection and treatment of will live,disposal,control" as the goal,establish and improve the corresponding mass incidents early warning and disposal mechanism.The public security organs should be under the unified leadership of the party committees and governments,give full play to the function,and to improve intelligence,information,on-site disposal,coordinate linkage mechanism,completes the mass incidents in advance,matter and afterwards disposal work,play,defender of the national collective interests,social order vindicator,disputes of a channel,policies and regulations of the propagandist,illegal act the role of blow.In this paper,combined with the author's own work experience,from the causes of mass incidents,in-depth analysis of the characteristics and classification of the mass incidents,in so many different mass incidents,looking for the same regularity in clear the public security organs in dealing with the mass in the right role positioning and should play a role.Through in-depth analysis of the present stage dongying city public security organs to dispose of the typical cases of mass incidents,look for the gap existing in practice and redeeming feature,deeply analyze the various problems of the deep reason and,finally,find out the best way to solve mass incidents and countermeasures.
