Research On The Implementation Of Luozhuang's First Secretary's Village-Based Assistance System

China has a large population,and the rural population accounts for more than half of the total population.The living standards and affluence of the rural population directly affect the process of building a well-off society in China.In recent years,various regions have been exploring new forms of innovation to promote rural development.It is an innovative practice to send the first secretary to the weak and poor villages of grass-roots organizations.In 2012,according to the requirements of Linyi Municipal Committee,luozhuang began to send government cadres to villages with weak party organizations and weak collective economy to serve as the first secretary in the village to carry out assistance work.The term of office of the first secretary is two years,and four times have been selected.Taking luozhuang as an example,this paper analyzes the implementation status of the first secretary's assistance system in the village,systematically summarizes the achievements of the first secretary's assistance in the village,analyzes the existing problems and causes,and puts forward countermeasures and suggestions to improve the system,which also provides useful reference for other regions to improve the first secretary's assistance system in the village.Starting from the current situation of the implementation of the first secretary's assistance system in the village of Luo Zhuang,the author makes a summary of the achievements of the implementation of the first secretary's assistance system in the village of Luo Zhuang by using various methods such as literature research and empirical research.The author believes that the implementation of the first secretary's assistance in the village in this area has consolidated the foundation for the construction of rural grass-roots organizations,promoted the development of village collective economy and the increase of farmers' income,and promoted the improvement of rural living environment.It should be noted that there are still some problems in this system,mainly because some first secretaries are not competent for their posts,the daily management mechanism needs to be improved,and there are some difficulties in carrying out the work of first secretaries.Based on the actual situation in Luo Zhuang,the author analyzes the causes of the above problems,which are mainly due to the need to further improve the selection mechanism,the imperfect training system for the first secretary,and the lack of detailed assessment and incentive system.Based on the analysis of the causes of the problems in the assistance system for the first secretaries stationed in villages in Luo Zhuang,this paper puts forward targeted improvement measures,mainly including four aspects.First,the top-level system design for the selection of the first secretaries should be improved.The second is to improve the operation system of the first secretary,including perfecting the selection mechanism,perfecting the training system,strengthening the organization system guarantee,implementing the fund demand guarantee,etc.The third is to improve the first secretary's assessment system from three aspects: perfecting the assessment system,expanding the scope of assessment subjects and strengthening the use of assessment results.The fourth is to strengthen the publicity of public opinion and create a good atmosphere for the whole society to understand and support the First Secretary.
