Research On The First Secretary's Assistance In Villages From The Perspective Of Rural Revitalization

General Secretary Xi Jinping clearly pointed out in the report of the Nineteenth National Congress of the Communist Party that the strategy of Rural Revitalization should be implemented in China,and put forward the general requirements of "industrial prosperity,rural civilization,ecological livability,effective governance,and rich life" for rural development.The First Secretary's assistance work in villages has continuously strengthened the construction of rural areas in the fields of industry,talent,culture,ecology and organization,and has achieved certain results,which has promoted the pace of rural revitalization.Through on-the-spot investigation of the first secretary's assistance work in the village of G Township,J County,Guizhou Province,it is found that the first secretary's assistance work in the village has achieved certain results in the aspects of grass-roots organization construction,infrastructure construction,poverty alleviation and industrial development.The Party-masses relationship has been strengthened,and the role of grass-roots organizations in rural areas has been strengthened.Infrastructure construction has been improved to enrich the cultural life of the people.Accurate poverty alleviation and industrial development have been implemented in an all-round way,and the living standards of the people have been greatly improved.However,due to the influence of the quality of the first secretary's personal ability,social environment and policy guarantee,the first secretary's assistance work in villages is also facing many difficulties in the aspects of responsibility implementation,resource integration and personnel training.Faced with the practical problems of the first secretary's assistance work in villages,this study puts forward some countermeasures and suggestions to improve the effectiveness of the first secretary's assistance work.Firstly,we should strengthen the training of the ability and quality of the first secretary stationed in villages,establish good working concept,cultivate excellent working ability,promote solid working practice,and constantly improve the ability level of the first secretary to be a private enterprise;secondly,we should refine the assessment procedure of the first secretary stationed in villages,implement strict appointment procedure,construct scientific assessment indicators and provide a solid foundation.Third,we should deepen the policy propaganda work of the First Secretary stationed in villages,implement comprehensive policy propaganda,implement strict reward and punishment system,create a benign atmosphere of support,and constantly enhance the social identity of the First Secretary.Finally,we should optimize the policy guarantee system of the First Secretary stationed in villages and formulate long-term effects.Help mechanism,establish a comprehensive life security,improve the scientific training model,constantly optimize the growth environment of "First Secretary" officers,and actively promote the development of rural society to achieve comprehensive revitalization.With the continuous promotion of rural revitalization,the role of the first secretary in the village is becoming more and more important.Through the empirical research on the assistance work of the First Secretary stationed in villages,we not only deepen our understanding of rural social development,but also provide valuable practical experience for the success of poverty alleviation and the promotion of rural revitalization.
