China's poverty alleviation work began in the mid-1980 s and has achieved brilliant results.However,in the field of poverty alleviation,there are still problems of being unclear about the population of poor people,inaccurate targets for poverty alleviation,inaccurate policies for poverty alleviation,etc.There are some blind spots that need to pay much more attention.In order to improve China's poverty alleviation and development work further,the Party Central Committee with General Secretary Xi Jinping at its core has proposed a strategy for implementing precise poverty alleviation.As the frontline executor of the national policy,the county party committee government in C county has naturally made precise poverty alleviation as one of its central tasks.The key to realizing the goal of targeted poverty alleviation lies in policy implementation.As a sharp weapon for implementation,supervision is an important tool for promoting the implementation of targeted poverty alleviation policies and has great practical significance.This article uses relevant public management theories and methods,based on the research of previous supervision work,through the collection of supervision data,field visits,personal interviews,seminars,etc.to study and analyze the problems in supervision work of the county C poverty alleviation.The characteristics of the poverty alleviation field in County C mainly involve three aspects: large numbers of people,wide fields,and large funds.The corresponding supervision tasks have also undergone major changes.The existing supervision mechanism is difficult to adapt to the current supervision work requirements.The problems are mainly concentrated in three aspects,which is the supervision system is not closely connected,the supervision force needs to be strengthened,and the supervision execution ability needs to be improved.To solve these problems,for one thing is using management system theory to analyze the conflicting and lacking aspects of various current regulations in County C,abolishing some contradictory work regulations,and completing the missing regulations to build a relatively perfect poverty alleviation field supervisor.Second,applying the incentive theory to the supervision work management of the poverty-stricken areas at the basic level,through learning,education,training,and rewards and punishment measures to improve the initiative of entrepreneurs to supervise cadres,and comprehensively improve the level of supervision in the poverty-relief field;The third is to use management control theory to enhance supervision and execution,and ensure policy implementation.No matter how good the policy is,it needs people to implement it.The innovation of this article is mainly to jump out of the previous research that pays more attention to the supervision work system,comprehensively apply the management control incentive theory,and strengthen the construction of the supervision team from the perspective of strengthening human subjective initiative.Furthermore,the supervision execution ability is improved to perfect and improve the supervision work in the management of the basic level government.It is hoped that it will have a certain guiding role for the future work of the county Poverty Alleviation supervision work,and further provide a valuable reference for other county party committees and governments to improve the supervision work in similar fields.
