Study On The Functions Of County-level Government In The Work Of Poverty Alleviation And Development In Fuping County

Poverty problem can be said to be a worldwide problem accompanying the survival and development of human society.Even now,the problem of poverty has not been effectively solved even in the extremely rich material wealth.Therefore,reducing the number of people living in poverty and eliminating poverty has always been an issue of great concern and importance to governments.By the mid-1980s,with the continuous expansion of China's reform and opening up in various fields and the deepening of the level,great achievements have been made in economic and social development.After accumulating abundant material wealth,our country has started the organized,planned and large-scale poverty alleviation and development work led by the government.By the end of 2013,General Secretary Xi Jinping put forward the concept of "precise poverty alleviation",which requires that we actively use scientific methods and effective ways to identify,assist and manage poverty alleviation targets in accordance with the different environment and specific conditions of poverty-stricken areas and populations.With the enrichment and perfection of the theory of precise intervention in the whole process of poverty alleviation,new research topics are put forward for governments at all levels to explore their own function optimization and innovation in order to meet the needs of poverty alleviation and development in the future.In China's current administrative system,the county government,as a complete administrative unit and economic unit,plays an important role as a link between the preceding and the following.It should not only effectively implement the major policies of the Party committees and governments at higher levels,but also formulate relevant policies in accordance with the specific conditions of the county under its jurisdiction.Therefore,the optimization of county-level government functions plays a very important role in promoting the precise and effective development of poverty alleviation in China.This paper chooses Fuping County as the research object,which is a pilot project of regional development and poverty alleviation in Yanshan and Taihang Mountains.It analyses the problems and reasons of the county government's functions in poverty alleviation and development since 2013,and puts forward corresponding countermeasures to optimize the government's functions.In the first part of the paper,the background of building a well-off society in an all-round way facing China in promoting poverty alleviation and development is deeply analyzed,and its research significance,research status at home and abroad,research objectives and research contents,research methods and innovations are explained.In the second part,the author systematically explains the meaning and theory of poverty,the theory of new public management and the theory of government functions.The third part combines the new tasks and objectives faced by the current poverty alleviation and development,and probes into the performance of the functions of the county government in this work.The fourth part and the fifth part systematically analyze the problems and causes of Fuping county government in the process of fulfilling its functions in building "Yantai pilot counties for poverty alleviation and development".In the sixth part,the author studies the function orientation of the county government in poverty alleviation.On the premise of combining the local reality,from six aspects,the author puts forward countermeasures on how to optimize the government function,implement the policies of the higher Party committee government accurately,and make the precise poverty alleviation come true.
