The Inherent Logic Resarch Of Social Assistance Policy Change Of Shanghai Since The Founding Of The People’s Republic Of China

Social assistance is the most basic part in the social security system, it has very important significance for improving the socialist market economy system and constructing the socialist harmonious society. Since the country founding, China’s social assistance by early temporary emergency life assistance, development to today’s urban and rural subsistence allowances for the core of new social assistance system, has played an important role at protect the basic living rights, interests of vulnerable groups, and maintaining social stability. At present our country social security system by the system of theory and practice research gradually to finalize the design of the critical period, as the first in our country as a whole system of social relief administrative regulations promulgated the "interim measures for social assistance", our country’s reform and perfect social assistance policy has entered a new period, in this context, it is necessary to make a comb of social assistance policy in C hina, clarify the logic development and change, in order to offers some suggestions for improvement and development the social assistance system of China in the future.Thesis on the historical evolution of Shanghai social assistance policy since the founding of country and the internal logic question, around the four aspects of research: first, carried on the detailed historical summary and comb of the Shanghai social assistance policy evolution since the founding of country; Secondly, on the basis of the historical carding of each phase of the content and the basic characteristics of socialassistance policy has carried on the comparative analysis; Again, the influence factors of the social assistance policy vicissitude of Shanghai research and analysis; Finally the inner mechanism of social assistance policy changes and historical evolution logic is analyzed.Paper respectively using literature analysis, explanation structure model, the analytic hierarchy process and policy analysis theory studied the influencing factors and inherent logic of Shanghai social assistance policy historical evolution since the founding of country, the following conclusions are drawn:1. The national policy environment, the establishment and transformation of economic system and social structure changes etc. factors have affected and restricted the change of Shanghai social assistance policy evolution since the founding country.2. The inner mechanism of the policy change is due to the policy goal to pursue, the change of economic environment and the external factors such as the adjustment of the social hierarchy, follow the policy goal from economic to politica l and inherent logic of attention of the people’s livelihood, and the policy by the management to the changes of the service logic;3. The future Shanghai social assistance is a tendency to development-oriented, legalization, service-oriented and pluralistic direction.Finally, the paper establishes the system of economic foundation, changing the concept of social development, perfecting the legal relief system and exert organizing aid function point of view, to perfect the future looks forward to the countermeasure of social assistance policy in Shanghai.
