Since2003, the first year of the network public opinion, the Internet has been widely involved in social politics and public life as an unprecedented role. As a result, the network public opinion has been widespread concerned by policy makers and the public. As a new form of public opinion in transitional China, the network public opinion has had a positive influence to public policies, and made a breakthrough on the gradual process of the traditional policy change. Therefore, the network public opinion brought a lot of subjects for public policy change in both of theory and practice.This paper will focus on the nonlinear process of the policy change and the nonlinear characteristic of the network public opinion, then on the basis of theory analysis for the punctuated equilibrium theory, in order to study and deduce the mechanism of the network public opinion in the policy change. To be specific, firstly, use the mechanism of the network public opinion as a core analysis framework in the change of policy images and policy venues. The network public opinion changed policy images through focus events, netizens’ comments, media convergence, opinion leaders’guidance and the interact with traditional media, meanwhile it changed policy venues through the support of key figures, the participation of opposition groups and the positive respond of senior leaders. Secondly, analysis the changing process of Sun Zhigang event and the Regulations on Acceptance and Shipping Off from equilibrium to punctuate by using the mechanism of the network public opinion. Finally, obtained great significance and limitations of the network public opinion in the policy change. Thus this paper will put forward the way of good governance of the network public opinion is positive response, respect for public opinion and safeguard civil rights, and provide reasonable suggestions for the network public opinion to a better effect in promoting the rational process of the policy change.
