The Political Factors In Indonesia's Economic Diplomacy

Indonesia has carried out democratic reforms by amending the Constitution four times,abolishing the political party system and carrying out military reforms.The democratic reforms have changed Indonesian politics,changed the procedures of Indonesia's foreign policy decision-making and increased the subjects involved in the decision-making.In this process,the main body of Indonesian diplomatic decision-making is more clear and the division of labor among various authorities is clearer,and the main body of Indonesian diplomatic decision-making is more extensive.The process of democratization in Indonesia makes the Indonesian diplomatic decision-making process more scientific,transparent and democratic,and makes the main body of diplomatic decision-making more diversified and and the decentralization checks and balances among power structures more clear.The impact of the democratization reform on Indonesia's diplomatic decision-making is first manifested in the following aspects:the decentralization of power structures checks and balances makes the power differences among the various power organs in the diplomatic decision-making and the loss of administrative power.The checks and balances between powers makes the subjects of rights and the procedures of diplomatic decision-making change.The introduction part of this paper gives a brief description of the background,research significance,research status,research methods,innovations and difficulties,and then discusses it through four chapters.The first chapter mainly analyzes the power factors in the economic and diplomatic decision-making of Indonesia after the democratic reform.First of all,the executive organ headed by the President has the right to make decisions in Indonesia's diplomatic decision-making.Secondly,the First Committee of the Indonesian Parliament is the main force that restrains the president in diplomatic decision-making.Meanwhile,the judiciary exists independently of the executive and legislative organs.The second chapter elaborates the distribution of interests in Indonesia's economic diplomacy.The change of diplomatic decision-making mode will will bring about the change of the main body of decision-making.On the one hand,the executive agency headed by the president mainly aims to promote economic development and increase employment in diplomatic decision-making,but its ultimate purpose is to obtain votes and maintain its own power.At the same time,after the democratic reform in Indonesia,the president is directly elected by voters,which increases the power of the people in diplomatic decision-making.Voters will express their intentions for diplomatic decisions to the ruling party through the votes in their hands,and the governor will take the voters' will into due consideration.On the other hand,Islamic factors must also be considered in Indonesia's diplomatic decision-making.In recent years,Indonesian diplomacy gradually take advantage of its Islamic,friendly exchanges with western countries in the international community to establish a good image in the world,domestic Islamic factors influence national politics,therefore the foreign decisions Islamic factors are to be taken into account.The third chapter will analyze the influence of domestic political factors on Indonesia's foreign policy decisions after the democratic reform through the process and results of the CEPA cooperation negotiations between Indonesia and Australia.The fourth chapter is mainly about the sensitivity and vulnerability of diplomatic policy decisions due to domestic political factors,and the president will have the power to decide the outcome of economic diplomacy.However,ordinary people and social interest groups can tell their will to the policy through their votes,which will affect the content of economic diplomacy and the final cooperation time.
