Qing miao Association is a common form of village organization in the rural areas of North China in modern times.This paper uses the survey data of the first half of the 1940s in North China from the regular group of the Manchu Railway Survey Department,and specifically investigates the situation of six villages recorded in them.Through the above literature materials,it discusses how the governance function of Qing miao association gradually expands from the initial perspective,and the impact of this function expansion on the rural social governance in North China.This paper first analyzes the origin and structural function of Qing miao Association,then analyzes how Qing miao association plays a role in the aspects of village belief,public property maintenance,dispute mediation,etc.;then further discusses how Qing miao Association exerts influence in the aspects of assisting public affairs,presiding over finance,managing education and other government activities under the background of the construction of state power.As an intermediate organization between the state and the rural society of North China,Qing miao Association has made up for the governance gap in the rural areas of North China,enriched the means of village governance,and is a very distinctive form of village governance.Through the research of this paper,it is found that the function of Qing miao Association is in the stage of expanding to the village affairs,which is exactly the period when the village’s own governance resources are insufficient and other governance subjects are in urgent need of filling.Through the integration of rural resources,Qing miao Association solved the problem of insufficient governance resources of rural society in North China;and in the stage of Qing miao Association involved in government affairs,it is more important to promote the external pressure of the country,and the decline of the Baojia system and the construction of the state power have promoted the function of Qing miao Association to expand again.Secondly,through the analysis of the three elements in the theory of "the third field",it is found that Qing miao Association in the rural areas of North China has broken through the traditional explanation framework of"state and society",and the method of one-way investigation of the relationship between the state and rural society is questionable.While actively dealing with village affairs,Qing miao association should also interact with the state in terms of government affairs.The organization of Qing miao association not only belongs to the state,but also not to the rural society.It is the result of the interaction between the state and the rural society.
