The withdrawal of international treaties is an extraordinary way in the process of interaction between the country and the outside world,and is also a long-term question discussed by the academic community.However,for a long time,most people in academia have studied this issue from the perspective of international law on the form,legal basis and scope of application of treaty withdrawal.The reasons for changes in the concept of national interests and the reasons for countries to withdraw from international treaties after complying with them within a short period of time have not been specifically targeted by academics.Based on this,from the perspective of the study of international relations,the dissertation intends to draw on the neoclassical realist theoretical methods to discuss the reasons for the change in the national interest concept and how to lead the country to withdraw from international treaties Neoclassical realism analyzes the changes of system factors and domestic factors,and reveals the generation of national foreign policies,strategic adjustments,and changes in the pattern of the process of "cognition-decision-policy implementation"The dissertation proposes that the withdrawal significance of international treaties can be roughly divided into two types.The first situation is that the actors transmit their signals through the withdrawal of international treaties for the purpose of releasing their foreign policy adjustments and stances to other actors or the international community.The withdrawal behavior in this situation has its instrumental significance;The second situation is that the actor has changed its view of national interests in the field defined by the international treaty,and has made a judgment that staying in the treaty does not conform to its own interests,thus withdrawing from the treaty.The withdrawal behavior in this situation has its practical significance.Therefore,based on these two situations with different meanings,the dissertation selects the Trump administration's withdrawal from the Paris Agreement and the Iran Nuclear Agreement as case studies to analyze the United States' withdrawal from the international treaties led by itself in a short period of time.Through a comprehensive analysis and comparison of the variables such as the international environmental factors,domestic political factors,and leadership factors in the two different periods when the United States complies with the treaty and withdraws from it,the largest influencing factors that lead to changes in the national interest outlook are obtained,which in turn triggers the United States withdrew from international treaties.In order to answer why the international treaties signed by the United States will unilaterally withdraw in a short time.From compliance to exit,the dissertation focuses on revealing how the United States considers its own interests in this process.In the first chapter,the dissertation determines the research direction,research significance and research path of the problem,determines the key concepts such as changes in the national interest concept,treaty compliance,and treaty withdrawal,and sorts out the research status of the problem.The research idea of the dissertation is to compare the international environment,domestic politics and individual leadership factors of the Paris Agreement and the Iran Nuclear Agreement when they comply and withdraw,so as to draw corresponding variables.Then analyze the most influential factors that affect the change of the national interest concept,so as to draw the motivation for the withdrawal of the treaty.To this end,the dissertation firstly determines that the United States has indeed complied with the two treaties,both legally and in reality,through relevant theoretical studies of international law and international relations,in order to draw a frame of reference.At the same time,it is determined that the United States has withdrawn from the two treaties jurisprudentially based on the relevant research on the withdrawal of treaties by international jurisprudence(at present,there is no case of withdrawing from the treaty legally but still fulfilling the obligations of the treaty in practice.Therefore,only the relevant studies of international law are used to determine the withdrawal of the treaty).Then in the second chapter,I put forward the main ideas and basic assumptions of the dissertation,and explain the motivation of the state to withdraw from the international treaty after the state complies with the neoclassical realism from the system level,unit level,and individual level of state behavior.By comparing the three aspects of the international environment,domestic politics and leaders' cognition when the country complies with the treaty and withdraws from it,it finds the biggest factor that analyzes the change of the national interest view.In this way,the reasons for the country's withdrawal from the international treaty,that is,the perception of the country's leaders,are comprehensively sorted out,which is the biggest influence factor of the state's willingness to comply with the international treaty in a short period of time and to withdraw from the treaty Finally,combined with the analysis of the Trump administration's withdrawal from international treaties,the main reasons for its withdrawal are obtained.
