The power of administrative examination is an important form of public administration to fulfill the administrative function of the society.With the new period under the decentralization of administrative examination and approval authority further relates to economic development and people's livelihood aspects of the social field,which is the fact that the old examination and approval system of our country has become increasingly apparent.In order to the decentralization of administrative examination and approval authority and the administrative authority lead to weak run,and then lead to the public a serious accident or cause the government credit crisis.In 2012,18th CPC National Congress put forward "deepening the reform of administrative examination and approval system,continuing to decentralization and promoting the transformation of government functions ",Therefore,how to decentralize power of administrative examination and continue to promote decentralization,has become an important theoretical problem that should be seriously considered and solved by the people's government at the municipal level.The methods of literature analysis to comparative analysis in this paper,through to the administrative decentralization approval issues of research,defines and explains the theory of decentralization,decentralization reform the content,characteristics and basis.After a comprehensive grasp of the theory of decentralization,this paper chooses the Jinzhou municipal government as the object of study,and analyzes the progress and achievements of decentralization.Put forward in the work process,the existence of the right to put the responsibility,the devolution of powers to lower levels of government work,lack of cohesion has the problem of decentralization is not running smoothly.In view of those problems,this paper finds out the reasons why some government departments have the wrong knowledge of speculation,the subject of power responsibility is not clear,the lack of effective scientific evaluation and feedback,and the establishment of a new mode of power operation.Put forward suggestions and Countermeasures to promote the administrative examination and approval of the idea,gradually improve the administrative examination and approval mechanism,the establishment of administrative decentralization of the approval to undertake platform.This paper puts forward the conclusion that the right and responsibility boundary of the government should be further defined and the responsibility of the power subject should be defined,and the appropriate prospect is made.
