Study On The Reform Of Administrative Examination And Approval Of Wafangdian Municipal Government

The report of the 18th national congress of the communist party of China sets clear requirements for deepening the reform of the administrative examination and approval system of streamlining administration and delegating power.In 2015,the state council further carried out the reform of "streamlining administration and delegating power,strengthening administration and optimizing services",and further deepened the reform of the administrative examination and approval system in an all-round way.Since the 18th national congress of the communist party of China(CPC),the reform of the administrative examination and approval system has achieved remarkable results.With the cancellation and decentralization of the examination and approval of the projects,the examination and approval responsibilities of governments at all levels have become more and more clear and the strengthening of the institutional and normative nature of administrative examination and approval is conducive to the transformation of government functions in China.The reasonable legalization of administrative examination and approval and the standardization of various supporting political systems have become the current concern issues.In recent years,Wafangdian municipal government closely follows the deployment of the state council,vigorously promotes the reform of administrative examination and approval,improve the relevant reform institutions,comprehensively clean up matters,standardize the operation mechanism of administrative examination and approval,optimize the examination and approval process and services,implements electronic examination and approval,and strengthens in-process and post-event supervision,etc.All of that have got certain effects but still have a lot of problems.By analyzing the problems and reasons existing in the reform of administrative examination and approval of Wafangdian city and drawing on the advanced ideas and practical experience of the reform of administrative examination and approval at home and abroad,this paper puts forward countermeasures and suggestions for further improving the reform of administrative examination and approval of Wafangdian city.This paper basing on the reform of administrative examination and approval of Wafangdian city,using the qualitative analysis method and analyzing by literature research and comparative analysis method,with the theory of service administration,public choice theory and new public service theory as instruction,and by studying the foreign ideas on reform of the administrative examination and approval,and drawing lessons from the Tianjin Binhai new area,Yuhang district of Hangzhou city,Shanghai free trade zone,Keqiao district in Shaoxing city and etc,find out the current problems of Wafangdian city in the reform of administrative examination and approval,and analyze these problems,finally put forward the targeted countermeasures and suggestions.Administrative examination and approval reform in Wafangdian city mainly has six problems as low administrative efficiency,insufficient decentralization,weak supervision in the event and afterwards,complex of administrative examination and approval procedures,administrative service hall function remaining to be strengthen and individual staff member of administrative examination and approval work ability and etc.The reasons for these problems are deep-rooted concepts of administrative examination and approval,insufficient removal and decentralization of administrative power,insufficient strengthening of supervision mechanism and insufficient emphasis on reform by functional departments,Based on the current situation of administrative examination and approval reform in Wafangdian city,the author believes that it is an effective way of completing the reform of administrative examination and approval in Wafangdian city as promoting the construction of service-oriented government,streamlining administration and delegate power,establishing an administrative examination and approval bureau,strengthening the supervision of in-process and post-process examination and approval,and improving the comprehensive quality of administrative examination and approval personnel.Wafangdian city is a county-level government,so the reform of administrative examination and approval of wafangdian city should be carried out in combination with the actual situation of wafangdian city.The reform should be carried out by transforming the government functions,intensifying the efforts to streamline administration and delegate power,strengthening the construction of service system,promoting the reformation,establishing a good administrative examination and approval system,and comprehensively improving the efficiency of administrative examination and approval.At the same time,Wafangdian city government should be bold innovation,actively explore,promote Wafangdian city administrative examination and approval reform to the depth of development.
