However, the municipal government of China’s performance management system is not perfect.So, to form a scientific performance management system needs to continue to study. This paper makes municipal government as the object of study and bring the strategic thinking and BSC concept to construct municipal government performance management system, for subordinate departments for reference, to have positive effect on the formation of government performance management system at all levels.This paper through the government performance management related theory analysis and the research, summarized our country municipal government performance management development present situation and the existence question,and cleared the design principles of S city government performance management.Through questionnaire investigation and combined with the city "thirteenth five year plan" as defined in the plan for a city s development strategy, based on the strategy map and the four dimensions of BSC, constructing S city government performance management indicator system, and grading S city government BSC, analyzing specific indicators and constructing BSC indicators system of functional departments and employees, and analyzing the expected role.This paper theoretically proves the feasibility of the BSC application in our municipal government performance management system, and through the S city selected as the research object of the construction of the index system, improve s municipal government performance management system, so as to further illustrate the Balanced Scorecard into performance management of municipal government, to realize the transformation of the functions of the municipal government of China’s, provide a new method for creating a service type government.
