Research On The System Practice Of The "First Secretary" In Targeted Poverty Alleviation In Ethnic Minority Areas

Poverty in ethnic minority areas has always been a key and difficult issue in China's social and economic development.The complexity of poverty in ethnic minority areas are also the difficulties in carrying out targeted poverty alleviation work.In the process of increasing urban-rural social gap left by the original urban-rural dual system,villages in ethnic areas lack sufficient material resources and human resources for social development due to their weak foundation and indeterminateness of village governance subjects.In order to accelerate the solution of poverty alleviation needs of poor villages in ethnic minority areas,China has timely put forward a targeted poverty alleviation strategy to distribute and transfer poverty alleviation resources to poor villages.However,due to the traditional bureaucratic system in China,poverty alleviation under the project system is difficult to penetrate into the rural grassroots;At the same time,under the influence of market,industrial poverty alleviation projects and various poverty alleviation funds are difficult to radiate to many remote ethnic villages.In order to effectively solve the above problems,the "first secretary" poverty alleviation system was born.However,in the actual process of the operation of the "first secretary" system,it often faces some practical problems,it is worthy of reflection on the theoretical level.Among them,how to improve the system effectiveness of the "first secretary" and effectively solve the plight of the "first secretary" in rural poverty alleviation in ethnic areas is an important topic in the current the "first secretary" system research,and it is of great significance to the improvement of the "first secretary" system and to give full play to the practical utility of the "first secretary".This paper give a brief introduction of D village in Z city,introduce its geography,ecological environment,history and culture,social economy and residency support,and makes a relatively detailed and analysis of the background,development course,system design and operation mechanism of the "first secretary" in targeted poverty alleviation.Through in-depth interviews and participation in observation,this paper gives a comprehensive description of the targeted poverty alleviation work carried out by the "first secretary" of D village.Affirming that the "first secretary" poverty alleviation system has played a great role in integrating rural poverty alleviation resources in ethnic minority areas,improving the autonomy of villages,promoting the grass-roots party building,promoting the construction of village infrastructure and basic social security,and promoting the overall development of villages,the practice of "the first secretary" has achieved good results.However,due to the inconsistencies of the rights and responsibilities of the "first secretary" in the poverty alleviation work and the limitations of the understanding of the relevant subjects of poverty alleviation,the "first secretary" poverty alleviation system also faces some difficulties in the actual operation.Finally,based on the actual situation of D village,this paper puts forward the corresponding problem solving ideas from the aspects of improving the poverty alleviation mechanism of the "first secretary",establishing the correct understanding and improving their own quality,so as to provide some references for further promoting the poverty alleviation practice of the "first secretary" in ethnic areas.
