Research On The Behavior Of The Grassroots Government In Poverty Alleviation In The Minority Areas Of Guizhou

Poverty is one of the major challenges facing the world today.Improving people's livelihood,reducing poverty and eliminating poverty have become the most concerned topics of governments all over the world.China is an important practitioner of anti-poverty in the world.In 2019,the battle against poverty will enter the most critical period and will also be the most difficult period.To ensure that all poor counties in China take off their hats in 2020 and that there is no regional poverty as a whole,it needs the sustained and precise efforts of the government to overcome the difficulties.The greatest feature of poverty alleviation in China is government-led.In the process of poverty alleviation,the government is not only the greatest practical actor,but also the greatest supplier of the poverty alleviation system.Therefore,the effect of poverty alleviation in China is closely related to the government's behavior.The nerve end of the central government is the grass-roots government,and the minority areas are one of the core concerns of national politics.The grass-roots government behavior in minority areas directly affects the effectiveness of poverty alleviation in minority areas.This is also the reason and purpose of this paper focusing on the grass-roots government behavior in poverty alleviation in minority areas.In the process of poverty alleviation in China,the grass-roots government is one of the important subjects.The grass-roots government plays an irreplaceable role in the formulation of poverty alleviation measures and the implementation of policies.Because the external factors such as cultural differences and natural environment have become the focus and difficulty of poverty alleviation in minority areas,it is an important and realistic problem to study the grass-roots government behavior in poverty alleviation in minority areas,which has profound theoretical and practical significance.Y Tujia Autonomous County in Guizhou Province has poor natural conditions and a large number of poor people,so the task of poverty alleviation is heavy and difficult.The grass-roots government of Y Tujia Autonomous County has made some achievements in infrastructure construction,relocation work,education,medical housing security,etc.However,due to the incorrect "appeal" and "conspiracy" behavior of grass-roots governments,the concept of poverty alleviation,and the imperfect working mechanism of poverty alleviation,the grass-roots government's behavior in poverty alleviation in Y County has been deviated.Aiming at the problems of poverty alleviation targets,target deviation,strong political color of poverty alleviation work,and "supporting false poverty and false poverty alleviation",it is suggested that by strengthening the public service function of grass-roots government,improving the poverty alleviation management mechanism of grass-roots government,increasing the investment of poverty alleviation funds in ethnic areas,building coordination working mechanism among government departments,supporting market poverty alleviation behavior,and gathering social forces to participate in poverty alleviation work.It is hoped that these measures can be used as a reference for the poverty alleviation work of grass-roots governments in minority areas.
