A Study On The Implementation Of The Poverty Alleviation Policy Of The First Secretary In The Village From The Perspective Of Accurate Poverty Alleviation

Precision poverty alleviation is a new idea,theory and requirement in the field of anti-poverty management in China in the new era.It has shown great vitality since its implementation.The system of the first secretary stationed in the village is the rational choice of the national governance system under the background of precise poverty alleviation.The first secretary is empowered by the administrative organization,through reconstructing and optimizing the political,organizational,economic and cultural fields at the grass-roots level in the countryside,the state power is infiltrated into the grass-roots level in the countryside to make up for the structural deficiency of traditional endogenous leadership in the field of poverty alleviation.The first secretary mobilizes Resources make the precise poverty alleviation work stride forward on the road of standardization and institutionalization.As a part of the multi-subject of precise poverty alleviation,the first secretary relies on the leadership and organizational coordination of grassroots governance.In some poor areas,due to the weak leadership of grassroots organizations and endogenous resources,the precise poverty alleviation policy falls into the "implementation dilemma" and faces such problems as organizational weakness,target deviation of precise poverty alleviation and external dependence.The first secretary's poverty alleviation system in villages has contributed to the "China Program" to solve the above-mentioned poverty problems.What is the specific process,internal mechanism and practical logic of the first secretary's poverty alleviation in villages for precise poverty alleviation? How does the First Secretary enhance the pertinence of policy convergence and implementation by reconstructing the order of grass-roots organizations? The first secretary and the multiple subjects need to consider and study the path choice in the field of interest distribution relations.The above-mentioned problems constitute the analytical framework of this paper,i.e.the main body,the behavior and the effect analysis framework.As an important subject of the national forces to promote the implementation of the precise poverty alleviation policy at the village level,the First Secretary clarifies the interaction and causal mechanism between the mechanism of poverty alleviation in villages and the implementation of the precise poverty alleviation policy,clarifies the differences in the supply and demand of various policies,and realizes the precise identification and targeting.On the basis of the analysis of individual needs for poverty alleviation path,comprehensive measures based on household and people,combined with the principle of active,accurate and scientific assistance,to achieve the precise objectives of the objects,measures,effectiveness and process of assistance,to eliminate the predicament of policy implementation,to enhance the ability of grassroots organizations to alleviate poverty,and ultimately to promote the effectiveness of precise poverty alleviation.By selecting a typical case of precise poverty alleviation practice of the first secretary in village of Huaxian County,this paper focuses on such elements as organizational backing,resource targeting,multiple poverty alleviation and innovative poverty alleviation in the field of precise poverty alleviation at village level.It is believed that the first secretary should reconstruct the endogenous power of village-level organizations,cooperate closely and strive for resources support in many ways;improve targeting efficiency and eliminate the alienation of traditional human feelings in rural areas.To some extent,the coordination of departments will also affect the effectiveness of poverty alleviation.The first secretary should base himself on the current situation and seek long-term and innovative ways and methods in the work of poverty alleviation.Finally,through subjective understanding and objective existence of two dimensions to present in-depth,further analysis of the First Secretary's problems such as uneven quality,unclear responsibilities,incomplete institutional mechanisms,the first secretary team building,multi-stakeholder collaborative participation,supporting systems sound and perfect aspects of the first secretary in the village to optimize the implementation of Poverty Alleviation Policies and enhance the path.
