Poverty reduction work has always been an important issue facing countries around the world.Even if China has fulfilled its commitment to building a well-off society in an all-round way in 2020,the targeted poverty alleviation work has come to a successful conclusion,eliminating the absolute poverty currently facing us.Then,due to changes in poverty measurement standards,the emergence of factors such as targeted poverty alleviation for the poor to return to poverty,and the ensuing problems of relatively poor governance,that is,the advent of the post-poverty era.The task of poverty alleviation will always exist with the development of society.The main source of poverty alleviation funds in China is the government's financial transfer payment funds.With the in-depth development of targeted poverty alleviation work,the economy in poverty-stricken ethnic areas has gradually developed.However,in view of the current implementation of targeted poverty alleviation work,many poverty-stricken areas in the ethnic minority areas have weak foundations for poverty alleviation,and their poverty-stricken areas have insufficient "blood-making" capabilities,and rely heavily on government transfer funds for poverty alleviation.It is easy to cause these ethnic minority poverty-stricken areas to return to poverty again,so it is very necessary to study a complete and stable legal system for financial transfer payment in ethnic minority areas in the post-poverty era.This article analyzes the problems of the financial transfer payment legal system in ethnic areas in the post-poverty era from the aspects of precise poverty alleviation work,financial transfer payment implementation status and existing problems combined with the upcoming rural revitalization.Through analysis,we found that at this stage,the legal system of financial transfer payment in ethnic areas still has the following problems:imperfect laws and regulations,unclear division of powers and responsibilities during operation,and imperfect legal supervision system.After the reform and opening up,China's economy has developed rapidly.In order to meet the needs of political economy and economic development,China has gradually established a financial transfer payment system,but the generation of the financial transfer payment system has only been more than 20 years.Due to differences in regions,cultures,and customs,especially in ethnically impoverished areas,the economic development of ethnic areas is slow,and emphasis should be placed on financial transfer payments.However,due to the imperfect legal system of fiscal transfer payments in ethnic areas,it is difficult for ethnic areas to alleviate poverty through targeted fiscal transfer payments.Through comparative analysis at home and abroad and field investigations and studies on poverty alleviation work,the following aspects are proposed for the improvement of the legal system for financial transfer payments in ethnic areas in the post-poverty era: perfectingthe general transfer payment and special transfer payment legal regulations;Specify the legal responsibility for the financial transfer payment of poverty alleviation;pay attention to the national characteristics during the operation process and establish a sound legal supervision mechanism.Practice is the only standard for testing the truth.Through in-depth analysis of precise poverty alleviation work,summing up the advanced experience at this stage,it is the research focus of this article to propose suggestions for consolidating the achievements of poverty alleviation and improving the legal system of financial transfer payments in ethnic areas in the post-poverty era.
