Social Organization Undertake The Function Transfer Of Community Public Service

As the system of community replaced the system of unit,and the unit didn't take charge of the community,the community committee became the main bearer of the government public services in the community,and the problem of overburden became increasingly serious.The government has always been committed to the innovation and reform of reducing the burden and increasing the efficiency of the community,such as the establishment of community workstations and work item access system in community.The mechanism has not been fundamentally changed,and the actual effect is not good.At the same time,the practice of socialization of community services has been widely adopted all over the country.It is not uncommon for social organizations to participate in community governance.It has achieved certain results in improving the level of community services and promoting community integration.In order to further resolve the functional contradiction between the grassroots government and the community,fully play to the role of social organizations in community service and governance,to meet the diverse needs of community residents,to activate the vitality of community governance,and to promote the formation of a shared governance structure,Shenzhen,Suzhou and other places tried to transfer government community public service functions to social organizations,with a view to promoting the reform of the community governance system and promoting the innovation and development of grassroots community governance.What are the social services undertaken by social organizations in government communities?What is the actual operation process?How effective?Is it feasible and expandable?What are the difficulties and problems?With these questions,this article uses the "Yonghe Community Comprehensive Service Trusteeship Project" of the Huilin Social Work Service Center of Zhangjiagang City Suzhou carried out investigation and research on a case-by-case basis.The research results show that:(1)Social organizations undertake the public service functions of the government community,which not only reduces the burden of the grassroots government and community neighborhood committees It also meets the diverse needs of community residents.While improving the level of community service,it also promotes residents'awareness of participating in community public affairs,and promotes the formation of a pattern in which multiple subjects coordinate the governance of the community.The acceptance of government functions by social organizations depends on the rational positioning and benign interaction between the government and social organizations.From the government,clarifying the scope of the transfer of community public service functions,strengthening the people-oriented "service concept",and introducing a relatively complete transfer mechanism are the prerequisites for the transfer of government community public service functions;while for social organizations,only strengthening internal organizations In order to improve the professional level of community governance and service,we can better undertake the transfer of government functions.(2)In the process of government function transfer,there are still problems such as imperfect internal governance structure of social organizations,low professional level,and imperfect government supporting mechanism.In the final analysis,it is because social organizations are still in the early stages of growth,their social resources are poor,social awareness is not high,professional development is hindered,and relevant government laws and regulations are not perfect.(3)The government should create a friendly environment for social organizations,improve the function transfer mechanism,vigorously support the development of social organizations,and promote the transfer of government community public service functions to social organizations.
