The transformation of government functions is the logical premise of comprehensive deepening reform and the main way of government governance, also it is an important subject of governance modernization. Governance will apply to administrative area; government function must realize the transformation from "management" to "governance" gradually. For this, our government has introduced a series of policy measures, and made the top-level design of the specific direction and the requirements about the transformation of government function, and made certain effects in practice. But the functional change is a long process, there are still some problems, such as functional structure uneven development, government functions also play more lag in social and livelihood areas, government intervention also more in microscopic field, supervision did not do well, the proportion of investment in public services still low. There are some reasons for these problems, for example, the transformation of government functions affected our traditional management philosophy, is bound by administrative management system and by restricting regulatory mechanism is not perfect.
