Research On The Construction Of Smart Government Affairs In Yan’an City

With the development of China’s politics,economy,and technology,the development of "Internet + government services" has obvious Chinese characteristics.Emerging technologies and government services have formed an interactive relationship between technology and ideas,and supply and demand.In October 2017,the construction of "Digital China,Smart Society" was first proposed by General Secretary Xi Jinping in the report of the Nineteenth National Congress of the Communist Party of China,which pointed out the goals,paths and requirements for the development of smart cities.In recent years,driven by the network,data and users,China’s smart government construction has developed by leaps and bounds,innovating the service content of government departments,recreating the service process of government departments,optimizing the service mode of government departments,and bringing the public more convenient and practical life experience.Since Yan’an City was identified as the second batch of National Smart City pilot list in 2013,Yan’an City has organically integrated the construction of innovative smart cities with the modernization of government governance to achieve accelerated development,and has made some progress in smart government affairs as an important partof smart cities However,Yan’an City is located in the inland area of western China,its development has a certain gap compared with the developed cities in the southeast coast.Therefore,there are still some deficiencies in the development of smart government affairs in Yan’an City.How to promote the better development of smart government affairs in Yan’an City is worthy of further discussion.This article is guided by social governance theory,big data theory,service-oriented government theory,and combs the research of domestic and foreign scholars on the knowledge of smart government affairs.By consulting the Yan’an government website,Yan’an government work report,and related literature,it is related to Yan’an City,collected the latest information on the development of smart government affairs in Yan’an City,and combed Yan’an in recent years the development process of the city’s smart government affairs,such as the preliminary development of smart government affairs construction in Yan’an,the continuous improvement of the hardware infrastructure in Yan’an City,and the increasingly optimized telecommunications and communications infrastructure in Yan’an City.The staff of the E-Government Office face-to-face interviewed,using online and offline methods to randomly distribute questionnaires to the citizens,conducted a survey and analysis on the construction of smart government affairs in Yan’an City,the status quo of Yan’an City’s smart government construction,including information on Yan’an City Affairs Construction and the construction of platforms related to smart government affairs in Yan’an.Through research and interviews,the problems of the development of smartgovernment affairs in Yan’an City were summarized,mainly including the single participant in the construction of smart government affair,the poor service effect of the government information platform,the serious shortage of human resource supply,and the low level of information sharing and opening.The reasons for these problems are the shackles of traditional values,insufficient protection of policies,laws and regulations,insufficient professional training and capital investment,and incomplete information sharing system.In order to better promote the improvement and development of smart government affairs in Yan’an City,this paper analyzes the representative city cases of smart government affairs development in China,and selects the representative cities of Shanghai and Ningbo in China.Based on this,the countermeasures and suggestions for promoting the development of smart government affairs in Yan’an City were put forward in a targeted manner: widely popularize the concept of smart government affairs,innovate the participation mechanism of multiple subjects,strengthen the construction of human resources and capital investment in smart government affairs,and give full play to the government’s functions and leading roles to promote Yan’an city’s smart government construction.
