Research On Returning Rural Workres To Participate In Rural Governance

The report of the 19 th National Congress of the Communist Party of China proposed to implement the strategy of rural rejuvenation,to include "effective governance" as the overall goal of the strategy of rural rejuvenation,and to establish a rural governance system that combines autonomy,rule of law,and rule of virtue.The2020 Central Committee Document "Opinions of the Central Committee of the Communist Party of China and the State Council on Doing a Good Job in the Fields of Agriculture,Rural Areas,and Farmers" to ensure a comprehensive and well-off society as scheduled,clearly states: "Improve the rural governance work system.Adhere to county-rural linkages,promote social governance and The focus of service is shifted to the grassroots level,sinking more resources to towns and villages,and improving the effectiveness of rural governance." Rural governance is not only a basic livelihood project that benefits the majority of farmers,but also a national strategic project.Rural governance is related to the development of rural economy,the happy life of the broad masses of farmers,and more importantly the realization of the great Chinese dream of national prosperity,national rejuvenation,and people’s happiness.2020 is the year for China to build a well-off society in an all-round way.It requires a more complete rural governance system and the deepening of modernization of rural governance,which will help to build a well-off society in an all-round way and promote the modernization of national governance.With China’s vigorous development of the countryside,the attractiveness of the countryside has been further strengthened,and the number of returning rural migrant workers has continued to increase.Returning rural migrant workers have participated in rural political,economic,cultural,and ecological civilization construction in different ways.Governance has had an impact that cannot be ignored.Therefore,it is of great significance to study the return of rural migrant workers to participate in rural governance,and to reasonably analyze the effects of returning rural migrant workers on rural governance..Based on the field survey in R town,this paper analyzes the current situation of returning peasant workers in R town,the methods of participating in rural governance,and the impact on rural governance.Based on this,this paper proposes reflections on returning peasant workers toparticipate in rural governance.It is hoped that this will provide theoretical and practical help for returning peasant workers to participate in the study of rural governance,so as to benefit,avoid harm,target,and promote rural governance and rural development.This article is divided into 5 parts.The introduction introduces the meaning and topic of this topic,and summarizes the literature on the return of rural migrant workers in rural governance at home and abroad.The research ideas,research methods,The innovation points and shortcomings are summarized.The first chapter elaborates the concept of returning rural migrant workers and rural governance,and the requirements,content,and relationships between them;the second chapter introduces the current situation of R town,and the status and characteristics of returning rural migrant workers in R town.Chapter introduces the ways and impact of returning rural migrant workers in R township to participate in its rural governance;Chapter 4 is based on the field survey of R town,and has given deep thought to returning rural migrant workers and puts forward the advantages of returning rural migrant workers Specific measures to promote rural governance.
