Governing is the power of the ruling party.What is governing? Who can govern?For whom? Depend on what? How to govern? It is an important proposition that every ruling party in the world faces and must answer in different historical stages.It is also the central question and theoretical theme of political party doctrine.Since the establishment of the Communist Party of China,it has taken the ruling issue as an important subject of the party's theoretical and practical innovation.In the 90 years of revolution,construction and reform practice,the Communist Party of China has gradually achieved the change from revolutionary party to the role of the ruling party,realized the shift from local to the country's ruling regime,from the "policy of ruling" to "legal ruling" to "rule of law ruling" to "by law must firstly be in power by the Constitution".The concept of "ruling by the constitution" has raised the ruling party to an unprecedented height and realized the leap-forward transformation of the party's governing style.In terms of its connotation,"ruling by constitution" refers to that the Communist Party of China treat the constitution as the premise and democracy as the core,the rule of law as the foundation,to achieve government constraints and the safeguard of human rights,it is a political operation process of the ruling party legitimating national public power,a high-level political form of state governance,also the thinking way to solve various problems in the process of ruling.The concept of "ruling by the constitution" embodies the commanding heights of the development of China's political civilization,and highlights the vitality of the Communist Party's self-renewal and its ability to govern with the times.This article is divided into six chapters,which are divided into three parts.The first part is the first chapter of this paper,which mainly describes the background,significance and current research situation of the topic of "constitutional governance",and the research framework,research methods and innovation points of this paper.The second part is composed of second chapters,third chapters and fourth chapters.It mainly answers three questions: what is "in accordance with the constitution",the necessity of "rule by constitution" and the basic requirement of "constitutional governance".The third part is the fifth chapter and the sixth chapter of this article.It mainly analyzes the current situation and the perfect path of "the constitution accordingto the constitution".This thesis aims to study the academic research on the basis of further proof of legitimacy of the Communist Party of China,explain Chinese characteristics,Chinese style of "ruling by constitution",characteristics,Chinese style of "ruling by constitution",perfect the theory,answer how to rule by constitution under the new era,answer the logical relationship between ruling by constitution with modernization of national governance,comprehensive governing by law,realization of the great rejuvenation of the Chinese nation and “Chinese dream",really show the picture of the Chinese constitutional politics under the leadership of the Communist Party of China,defend the life and dignity of the socialist constitution,condense the constitutional consensus and cultivate constitutional consciousness.Thus,the study of ruling by constitution is not only a highly theoretical issue,but also a very practical issue,and it has a sense of time and mission.
