Research On The Construction Of Evaluation Procedure For Hunan Construction Ruled By Law

In 2011,Hunan Province adopted the "Outline for the Construction of the Rule of Law in Hunan",proposing that "the construction of a rule of law in Hunan is the specific practice of building a socialist country ruled by law in Hunan,and it is the deepening and development of the province governed by law.Since then,Hunan Province has been committed to the construction of the rule of law in Hunan,and has achieved some results.Since the Third Plenary Session of the Eighteenth Central Committee of the Party proposed "building a scientific rule of law construction index system and assessment standards","building first and then evaluating,and promoting construction through evaluation" has become an important way to promote my country's rule of law.In recent years,the construction of the rule of law in Hunan Province has achieved remarkable results,and the evaluation activities for the construction of the rule of law have been increasing.However,a scientifically complete set of evaluation procedures for the construction of the rule of law in Hunan has not yet been formed.Guided by the decision of the Fourth Plenary Session of the Eighteenth Central Committee of the Party and the spirit of the Party's Nineteenth National Congress,the Hunan Procedural Law Research Society has constructed a relatively complete "New Era Rule of Law Construction Evaluation Index System for Hunan".The content of the evaluation is divided into seven sections to evaluate the construction of the rule of law in Hunan Province,and the society has also held five county-level rule of law government image evaluation activities.Incombination with the specific practices of the rule of law environment in Hunan Province and the relevant evaluation and construction activities of the rule of law in Hunan,first of all,through sorting out the basic concepts,understand the construction of the rule of law construction and evaluation procedure in Hunan.Secondly,explore the basic principles and activity content of constructing a more systematic and comprehensive legal construction evaluation process in Hunan,and divide the legal construction and evaluation activities in Hunan into an initiation stage,an evaluation stage and an evaluation end stage.Finally,it proposes the rule of law construction evaluation procedures for the construction of the rule of law in Hunan and the related supporting rewards and punishment measures to realize the orderly and institutionalized evaluation of the rule of law in Hunan construction,and applies the results of the construction of the rule of law in Hunan to the construction of the rule of law.
