Hunan Province Emergency Management Administrative System Construction And Evaluation

During the ever changing period of economy and society, China is facing complicated situations with natural disasters, large scale accidents, public health and security problems. So it can be thought that China is currently in a critical period characterized by such public accidents. Unfortunately Hunan is leg far behind in handling such accidents. Thus, based on extensive investigation and analysis of the current emergency management system, the author thinks that it is of great significance to find a way to improve the capability of Hunan's emergency management system. This thesis aims to how to construct an effective emergency management system in Hunan with the help of advanced emergency handling theories and successful experiences of other cities in China and abroad. This thesis consists of the following parts:Chapter One gives a brief introduction of the importance and necenarities of emergency management in terms of the development trend of emergency management theory.Chapter Two studies the present situation of emergency handling in Hunan and successful experiences of other cities in china and abroad. After that, some useful solutions are proposed.Chapter Three demonstrates that Hunan is currently in the critical situations threated by public accidents through analyzing those public accidents which happened in Hunan. The author analyses the causes and points out the problems and shortcomings of current emergency handling system. Accordingly, the article comes to a conclusion that a comprehensive and effective emergency management system is needed to be established in Hunan.Chapter Four proposes the design and approaches of constructing an effective public emergency management system in Hunan based on principles of public emergency management and analysis of existing organization system, operating system, law enforcement system as well as protection system.Chapter Five puts forward the key indicators of evaluating the emergency handling capabilities and describes the approaches of evaluation. Taking Yueyang city as an example, the author analyzes this city's emergency management system and illustrates the possibility of its construction.Finally, this thesis discusses the approaches for continuing the research for this subject in the future.
