Research On Long-term Management Of The Telecommunication Fraud In Anxi County

In recent ten years,the telecommunication fraud crime in Anxi County has shown different changes and characteristics.All levels of each branch have made a lot of efforts in telecommunication fraud management and obtained a few achievements,but due to the temptation of money,there still are some swindlers in defiance of the ongoing crackdown on crimes,which brings about telecommunication fraud rebound.It becomes the hot and difficult issue of social management in Anxi County.Since 2004,Anxi County has carried out telecommunication fraud control for 16 years consecutively.In 2007,Anxi County was listed as a key county for telecommunication fraud control by the Ministry of public security.After campaign governance,Anxi county was finally delisted in 2013,taking off the label of "key county of telecommunication fraud in Fujian province".However,after the Yuyu Xu case occurred in August 2016,the label of "hometown of fraud" was re-branded by public opinion.In November 2017,Anxi was listed by the State Council as a key area of the second round of telecommunications fraud crimes for rectification.Based on the collection and the reorganization of telecommunication fraud research status and the coordination government theory from home and abroad,this article summarizes the research background and mentality,and focuses on the definition and summary of the concepts of mobile governance,long-term governance,telecommunication fraud and the connotation of collaborative governance theory and its application in telecommunication fraud governance,which forms the theoretical framework of this paper.In this paper,using literature analysis,case analysis and interview method for study to analyse the main types and characteristics of telecommunication fraud in Anxi County in recent years,Anxi County selected as the study site.This paper reviews the governance,from the beginning of 2004 to 2005 in movement type management,movement type 2013 and how to carry out comprehensive management to the 2016 turned to the collaborative management of telecommunication fraud management situation,analyzing the governance mechanism and the change of organization form,reflecting the advantages of cooperative governance model of long-term governance.This paper analyzes the reasons for the lack of long-term governance concept of telecommunication fraud in Anxi County,the decentralization of governance subjects,the loopholes in the supervision of related industries,and the weakness of public awareness of prevention,and summarizes the need to build a collaborative governance model with the government as the leading role,the linkage of enterprises,markets and other social organizations,and the active participation of the public.By improving the cooperative governance mechanism of each subject,improving the supervision system of relevant enterprises and enhancing the public's self-awareness of prevention,the government,enterprises,the public and other multiple subjects are widely involved in the process of telecommunication fraud governance,and the three-dimensional prevention system of telecommunication fraud is constructed to prevent telecommunication fraud from the source,reduce the number and harm of telecommunication fraud cases,and create a harmonious and safe social environment.It provides theoretical reference for local government to solve the problem of telecommunication fraud.
