Military curriculum is the main way to implement military education in colleges and universities.Meanwhile,it is an important carrier of national defense education in colleges and universities.It plays an important role in improving military quality and national defense consciousness of college students.Military training has been carried out in colleges and universities all over the country and military curriculum construction has made great progress.But at the same time,there is a certain gap between the implementation of military curriculum and the establishment and the objectives of military curriculum,and the implementation of military curriculum also faces some problems.In order to provide impetus for the implementation of military curriculum,this study aims to find out the current situation and problems of the implementation of military curriculum under the framework of curriculum implementation theory and propose corresponding countermeasures.This study sorted out the literature related to the implementation of military curriculum in colleges and universities,and then analyzed the ways of the implementation of military curriculum.This study was based on the syllabus of military curriculum in ordinary colleges and universities which was issued in 2019.And a questionnaire on the implementation of military curriculum in colleges and universities was administrated to relevant participants.It starts from the curriculum content,methods of teaching and evaluation and students' learning interest,1257 freshmen were recruited as research objectives.After that,the present situation of military curriculum implementation was further analyzed.At the same time,this study also conducted interviews with three teachers of military courses in terms of course content,teaching methods,course evaluation,teaching guarantee,teacher development and supervisionevaluation,so as to understand the experience and deficiencies in the implementation process of military curriculum in various colleges and universities.Based on the theory of curriculum implementation and curriculum hierarchy,this study argues that the ideal state of the implementation of military curriculum of colleges and universities should follow the mutual adaptation orientation and the implementation mode of research,development and dissemination(RD&D).Namely,the national education department made curriculum plan and issued an executive order to colleges and universities to promote it,colleges and universities implement the revised curriculum plan according to their practical conditions.The implementation mode under this value orientation can not only ensure the implementation of national educational goals but also adapt to the characteristics of different schools.However,the reality is not ideal.The survey obtained the following findings.Firstly,most mandatory contents of the military theory courses are taught in a low proportion.Secondly,part of the compulsory training content of the military skills class is missing,63.18% of the students have not been exposed to nuclear biological and chemical equipment,and95.67% of the students have not participated in the live firing.Thirdly,there are no reasonable and effective assessment methods of the military skills courses,31.92% of the students said that they had not participated in any military skills assessment.From the analysis of the interview,it can be seen that the military curriculum has a low status in the college curriculum system,the functional division of the military curriculum implementation organization is unreasonable,and the number of full-time teachers in the military curriculum teaching team is insufficient and there are many part-time teachers.Meanwhile,it is difficult to supply the sites and equipment needed for military skill training.In general,the problems in the military curriculum in colleges and universities are as follows.Firstly,the implementation of curriculum requirements are not in place.Secondly,part of the course content is missing.Thirdly,the course evaluation method is single and some contents are missing.Fourthly,the establishment of implementing institutions of military curriculum is to be optimized.Fifthly,the construction of military curriculum teachers needs to be strengthened.This study suggests that the understanding of military curriculum needs a change,then the establishment of military curriculum implementation institutions in colleges and universities should be improved,relevant teaching staff should be strengthened,and there is a need to increase financialinput and establish a sound military curriculum supervision and evaluation system,so as to improve the effectiveness of military curriculum implementation.
