Research On The Management Of Rural Grassroots Micro-corruption In Xinzheng City

The report of the Nineteenth National Congress pointed out that the people hate corruption most and that corruption is the greatest threat facing our Party.Only with the perseverance and persistence of anti-corruption on the road,deepening the treatment of both symptoms and symptoms,and ensuring the integrity of cadres,government and politics,can we jump out of the historical cycle rate and ensure the long-term stability of the Party and the state.Since the Eighteenth National Congress,the Party Central Committee,with Comrade Xi Jinping as its core,has attached great importance to the work of combating corruption and advocating honesty.It has integrated the overall strict control of the Party into the "four comprehensive" strategic layout.Discipline inspection and supervision organs at all levels have "beaten tigers and flies",upright conduct and discipline,and used the cages of party rules and party disciplines to control the power of irregularity and capriciousness,thus consolidating the Party’s ruling foundation.At present,the anti-corruption struggle has formed an overwhelming trend.It has shifted from the treatment of symptoms to the treatment of both symptoms and root causes.It has extended from the focus on the treatment of "big tigers" at the upper level to the control of "micro-corruption" at the grass-roots level.But whether it is "micro-corruption" or "big corruption",it is essentially rent-seeking of rights,abuse of public power and infringement of public interests.In recent years,"micro-corruption" at the grass-roots level in rural areas has been characterized by frequent occurrence and extensive quantity.It infringes on the interests of the masses,"petty officials and big greed" and "ant greed",which has seriously discredited the ruling image of the Party and damaged the relationship between cadres and masses.Xi Jin ping clearly pointed out at the six plenary sessions of the 18 th Central Discipline Commission that "micro-corruption" may also become a "major scourge",which damages the vital interests of the people,gnaws on the sense of the masses’ acquisition,and squanders on the trust of the grassroots masses in the Party.According to the idea of "finding problems,analyzing problems and solving problems",this paper makes a statistical analysis of the investigation and disposal of agricultural cases in Xinzheng City from 2013 to 2017,finds out the individuality and common problems of "micro-corruption" cases at the grass-roots level in rural areas,makes a deep analysis of some typical representative cases,explores the root causes of corruption,and puts forward some countermeasures and suggestions for institutionalized normalization.
