China is a large agricultural country. The harmony and stability in rural areas is crucial for the harmony and stability of the whole country, and the stability of rural regime is also crucial for the party’s ruling status. The construction of honest and clean government culture in rural grass roots is essential for improving the cohesive force in the party organizations in rural grass roots. In recent years, with the further development of the new technology in agriculture as well as the further promotion in the work on the "issues of agriculture, farmer and rural area", the construction of new socialist countryside has achieved remarkable results, however, at the same time, we should also see soberly that in vast rural areas, many prominent problems still can not be ignored and need to be solved urgently. "Little village officials, big corruptions" has become a big malignant tumor destroying the rural stability and development, which not only harms the mass peasants’ vital interests, but also affects the image of our party in a negative way. According to statistics, in 2012, all levels of inspection and supervision authorities of the whole country have investigated and prosecuted 67,700 violation cases of rural grass-roots party members and cadres. Upon analysis, we found that the cause of corruption is that the soil and condition which breed corruption still exist. Honest and clean government culture is not universal in rural areas yet, and misunderstanding toward the construction of honest and clean government culture exists in grassroots cadres. More attention needs to be paid to it. In particular, problems such as that the content of honest and clean government culture in rural areas is empty, the form is single are especially prominent. Therefore, constructing a new construction pattern of honest and clean government culture in rural areas comprehensively is conducive to safeguarding vital interests of the broad masses of peasants, improving the party’s credibility in the eyes of the peasants as well as consolidating the party’s ruling status.As the largest county-level city in Jilin Province, which is also the center node of the development and open-up pilot area in Changjitu as well as an ethnic autonomous area, the development status of the rural areas in Dunhua city has obvious uniqueness and representativeness. In recent years, the Discipline Inspection Committee of Dunhua city has been continuously promoting the construction of honest and clean government cultural system, innovating activity carriers for rural honest and clean government culture, building publicity platforms for rural honest and clean government culture, further establishing a new construction system of honest and clean government culture in rural areas, forming a new stereo pattern of honest and clean government culture which integrates fun, reason and emotion with teaching, opening up new ideas for the construction of honest and clean government culture in rural areas all over the country and acting as the guidance and reference for the construction work of honest and clean government culture in other rural areas.This paper takes Marxism theory of honest and clean government as the guiding ideology, mainly adopts literature data induction and reorganization, survey research method, case analysis and other research methods to analyze the construction status of honest and clean government culture in rural areas of our country from multiple perspectives, explores and analyzes the status quo and effective ways of the construction of honest and clean government culture in rural areas in China. This paper sums up universal problems such as cognition deviation, lack of academic principles, short of products and weak development faced by the construction of honest and clean government culture in rural areas in China through example analysis on the specific ideas, practices and effects of construction of honest and clean government culture in Dunhua city, Jilin province so as to put forward some feasible measures and suggestions on the construction of honest and clean government culture in rural areas in China.
