The system of cadre exchange in different places is a regular system arrangement in the current political operation of our country,which plays an important role in balancing the talent resources of leading cadres.Since the socialism with Chinese characteristics has entered a new era,with the support of the system of cadre exchange in different places,Using cadres across regionally is becoming the normal way for party and government organs at all levels to appoint leading cadres.In the new historical orientation of China's development,further development and improvement of the system of cadre exchange in different places is of great significance to the modernization of national governance system and governance capacity.Based on the relevant theories of new public administration,public policy and institutional economics,this paper studies the system of cadre exchange in different places in the new era by using the methods of literature analysis,historical research and case analysis.First of all,by consulting the relevant documents of the system and collecting and sorting out the factual cases of the system,the paper combs the functions and functions of the system,and further clarifies the rationality and necessity of the existence and development of the system.Secondly,it analyzes the development situation of the cadre exchange system in China,summarizes the main problems of the cadre exchange system and analyzes the reasons.Finally,according to the main problems and reasons of the system of cross regional cadre exchange,some suggestions are put forward to improve and perfect it.In the new era,the system has the functions of selection,encouragement,cultivation and anti-corruption.It plays an active role in the reconstruction of political ecology,the reconstruction of intergovernmental relations,the coordination of regional development and the improvement of governance capacity.This paper holds that the system of cadre exchange in different places in our country has strong system standardization and adaptability,and has achieved good implementation results.Its development trend shows the characteristics of advancing with the times,increasing enforcement,increasing importance,expanding scope of influence and strengthening sense of responsibility.But at the same time,there are still some problems in the system,such as the shortage of system design,the poor operation of the system,and the alienation of system implementation.This paper analyzes the causes of the existing problems from three aspects of system design,operation and implementation,and puts forward the following three suggestions on this basis: first,overall planning and design to improve the system;second,to establish an efficient mechanism to break the operation resistance;third,to strengthen supervision and correction to avoid deviations in implementation.
