Cadres as the core of national and the Party’s careers play a crucial role in pushing forward the social and economic development. As cadre exchange is important in the process of cadres’ recruitment and appointment, the enhancement of cadre exchange is necessary to deepen the reform of cadre and personnel system reform in the new era. Systematical cadre exchange makes contribution to building up cadres’ quality and ability, optimizing the overall structure, inspiring their career passion and reducing the corruption.Communist Party of China has always been paying great attention to cadre exchange, and cadre exchange system has also been constantly improving since the Reform and Opening up. However, the exchange faces new problems with the developing of new situation. Cadres below county-level are the important sources of local government executives, whose exchange has a direct effect on the group administrative capacity of local government. The research on cadre exchange below county-level is a practical guide to the cadre exchange of various levels and a realistic show of deep reform.In recent years, on one hand, Zaozhuang has got an achievement in cadre exchange below county-level connected with the recruitment and appointment work. On the other hand, there exist a lot of questions affecting the work of cadre exchange, such as improper awareness, inflexible rules and systems, ineffective exchange channels and low integrity degree, especially primary level cadre exchange meet some conflicts in respect of rules and system. The paper aims to provide a reference to the cadre exchange of various levels in Zaozhuang, to better integrate stock resources and incremental resources of cadres, to optimize the leaders structure and pursue comprehensive, balance and sustainable development of cadres, to better serve the transformation of resources-exhausted city-Zaozhuang and to build a personnel resources for the construction of new and happy Zaozhuang through the research of questions in cadre exchange below county-level of Zaozhuang.The paper is written based on the analysis of the situation of cadre exchange below county-level in Zaozhuang. After searching the domestic and international related literatures, the paper also introduces the theory of human resources management and organizational behavior studies and learns the experience of flowing management from home and abroad. Standing on the research purpose, the paper employs the literature approach, comparative analysis approach and data analysis approach to point out the problems faced by Zaozhuang in cadre exchange below county-level and come up with some suggestions for references. In the writer’s opinion, the principle of the Party’s leadership on cadres and the law of science, system and democracy should be upheld and efforts should be made on ideas promotion, smooth channels, overall planning and system improvement to work better on the cadre exchange below county-level.The potential innovations of the paper are as follows:First, the paper is question-oriented to find out the essence of cadre exchange and analyze the relations between cadre exchange and cadre’s recruitment and appointment. It also discusses the contradiction between the right of cadres’appointment and cadres’ exchange combined with the existing problems of cadre exchange below county-level. Second is multiple research approaches. The paper balances theoretical research and empirical study, connects the domestic and international experience with the local reality and learns from the fruits of Human resources management, organizational behavior studies and so on to talk about the questions of contemporary cadre exchange.
