Research On The Big Data Governance System In Urban Basic-level Government

With the rapid advancement of urbanization,the acceleration of the changes in social structure,and the rapid development of information technology,the requirements of the social governance has been increasingly diverse and complex.The traditional government governance system lags behind the needs of the times in terms of ideas,technologies,and political systems,which is difficult to continue.Therefore,the change and transformation is reasonable and inevitable.In the context of the transformation of government functions and governance innovation in the new era,urban basic-level governments,as the government governance system and the direct execution of the bureaucratic tasks,are quietly undergoing an intelligent governance change centered on the needs of the people and on information and data.This change is in line with the rapid development of the modern information revolution,especially big data technology,and provides a new perspective and opportunity for the modernization of national governance system and its capabilities.The purpose of this research is to study the opportunities and challenges faced by urban basic-level governments in the process of building a big data governance system,and the existing problems and the related causes,and ideas and paths for future development.The research shows that the construction of a big data governance system helps to promote the diversification of urban basic-level government governance entities,strengthen the efficiency of government services and the personalization of public services,reinforce the scientificization of government decisions,and intensify the precision of public opinion management.Meanwhile,there are also multiplechallenges such as capabilities of data cognition,processing,response,and protection.According to the survey of the F District in Changsha City,the construction of the government's big data governance system shows the characteristics that the constriction focuses on top-level design and innovative development,advances the e-government and convenience services,and optimizes market supervision and business environment,and the problems that it lacks of big data governance concepts and inadequate applying capacity and it has serious security risks.In this regard,in the construction of the concept system,the concepts of demanding response,overall governance,and evidence-based decision-making should be established.In the construction of the power and responsibility system,the responsibilities of the government,the social,and the enterprise should be clearly defined respectively.In the construction of the operation system,the mechanisms of data sharing,market driving,and supervision and management should be improved.In terms of safeguard system construction,laws and regulations should be improved,the construction of talent teams,and infrastructure construction should be strengthened.As a result,it can promote the organic integration of big data and the governance of urban basic-level governments,improve the governance capacity and effectiveness of urban basic-level governments,and promote the modernization of national governance systems and capabilities.
