The Research Of Corporate Regulation Grid Governance In Basic Level Government

The research of corporate regulation grid governance in basic level government includes the connotation and the operation mechanism of the grid governance tools,the dilemmas of corporate regulation and the transformation developing trends.By exploring how to apply grid governance tools to corporate regulation in basic level government more effectively,it can change the passive management oriented to active service oriented,make enterprise organizations and social forces to participate in governance.And it deeply fits the thought of innovative governance systems and mechanisms to promote the modernization of national governance systems and governance capacity proposed by the Third Plenary Session of the 18 th Central Committee of the Communist Party of China.The paper analyzes the disadvantages of the existing government regulation tools and the advantages of the grid governance tool by longitudinal contrast.And it analyzes the similarities and differences of the corporate regulation grid governance practice in basic level government of pilot area by horizontal comparison.We found there are some factors and dilemmas such as administrative control thought,single subject,administrative regulation and autonomy weakening existing in the governance goal,subject,mechanism and process which make the corporate regulation grid governance in basic level government inefficiently.To strengthen and improve corporate regulation grid governance in basic level government,we should make more effort as follows: the cultivation of ideas,the construction of the main body,the innovation of governance mechanism and the broadening of autonomous space of corporate regulation grid governance in basic level government.
