Research On Optimization Strategy Of Urban Governance In China Under The Background Of Big Data

At present,China's urban governance shows many problems.These problems can be attributed to the fact that the subject of urban governance is single,the division of government sectors,the difficulty of coordination,and the lack of public service spirit.With the continuous advancement of informatization and urbanization,the old and new problems of the city are intertwined,the governance environment and public affairs are becoming more and more complicated and difficult.The traditional governance methods are stretched in the new era.Urban governance urgently needs new tools and concepts.Holistic governance provides a development strategy for urban governance in China.Holistic governance emphasizes effective multi-subject coordination and integration,enhance overall operational capabilities,reduce the fragmentation in the public services,and finally provide citizens with "seamless" public services.The concept of holistic governance fits into the current practice of urban governance in China,which can provide feasible ideas for the solution of urban governance problems in China.Moreover,the rapid development of big data applications in China's urban governance practice will provide tools and carriers for the coordination and integration of multiple subjects.That is to say,under the background of big data,the optimization of urban governance in China can move toward the direction of overall governance.In the specific analysis,this paper decomposes the process of urban governance into three parts:decision-making,action and evaluation.That is to say,the concept of holistic governance is realized by strengthening the multi-subjects in decision-making,action and evaluation based on big data applications.Specifically,in the governance decision-making,the big data informatization platform can provide a more flexible opinion expression mechanism,promote multi-agent participation,obtain "complete" decision information,and facilitate consultation on multisectoral decision-making programs.Secondly,in governance actions,data flow and data sharing can improve online collaboration within the government,save on collaboration costs,optimize work processes and make "one-stop"services possible;in addition,crossover cooperation and regional cooperation can be achieved through data openness and sharing.Finally,in the governance evaluation,big data platform is conducive to multi-subject participation in this part,data technology such as semantic analysis provides more quantifiable dimensions for the assessment,the real-time and continuous policies records are helpful to carry out the whole process evaluation.Big data application solves the problems of "tough" and "fragmentation" by promoting the integration and coordination of action and multi-agents in the whole process of decision-making,action and evaluation,and enhances the integrity of urban governance.Although big data applications are providing an attractive future,they are not omnipotent.Urban governments face the challenge of continuously development of data openness and sharing,as well as data security and personal privacy risks.The future relationship between big data and urban governance deserves a deeper exploration.
