Research On Interest Coordination Mechanism In Rural Industry Development

As one of the foundations for the realization of rural revitalization strategy,rural industry development has gradually entered the national policy agenda.The concept of "industry prosperity is rural prosperity" has gradually been recognized.However,during the specific implementation of the rural industry,some obstacles have emerged,which have restricted the efficient and sustainable development of the rural industry.The evolution of rural industry development is essentially a process of conflict and coordination of interests.With the continuous advancement of rural industry development,it will inevitably touch on the redistribution of the existing interests of various stakeholders,and the conflicts of interest,even conflicts of interest,are the fundamental reasons that restrict the sustainable development of rural industries.Therefore,to properly handle the relationship between the various participants in the process of rural industry development,clarify the rights and responsibilities among them,and to establish a more effective interest coordination mechanism is crucial to the smooth progress of rural industry development and is also a regional industry.Thebasic guarantee of economic,social and ecological benefits for resource development.This article first defines the main stakeholders in the development of the rural tea industry on the basis of combing the development process of the rural tea industry in Tangxi Town,Hunan Province,and combining relevant literature.They are the township government,agricultural enterprises,farmers' professional cooperatives and farmers.Then from the perspective of interest cognition,interest appeal,action logic,etc.,the conflicts of interest among these stakeholders are sorted out,and the main conflicts of interest in industrial development are summarized,including the township government and farmers in the budding stage of the rural tea industry.Conflicts of interest in the development and cultivation of organic tea,the contradiction of interests between farmers' short-term opportunistic behavior based on maximizing their own interests and the low-cost access to high-quality tea raw materials by agricultural enterprises at the stage of the formation of the rural tea industry,and rural tea The conflicts of interest of agricultural enterprises caused by the excessive intervention of the development of the tea market by the township government that emerged in the stage of industrialgrowth.Secondly,it analyzes the ways of coordinating the main conflicts of interest between the township government and farmers,farmers and agricultural enterprises,and township governments and agricultural enterprises.Finally,based on the method of coordination of the main interests conflicts of related stakeholders,four points of interest coordination mechanism are extracted.The first is the construction of extensive farmer mobilization and participation mechanisms.The second is the construction of an active government and market dynamic balance mechanism.The third is the construction of a full multi-party interest expression mechanism.Fourth,the construction of effective incentive and restraint mechanisms.
