Research On Efficiency Of Material Evidence Appraisal In Quanzhou Public Security System

In China's current physical evidence appraisal system,the appraisal institutions of public security organs are the largest,with the largest number of appraisal projects.This study takes the Quanzhou Public Security System as the research object.The Quanzhou Public Security System has a large number of identifications,a large work intensity,and a certain guarantee of administrative efficiency.Of course,there are some room for improvement.Under the guidance of system theory and transaction cost theory,this study puts forward research hypotheses from four dimensions: identification project(Major),case nature,urgent case or not,and external organization's involvement.It studies the administrative cycle of material evidence identification of Quanzhou public security system from the data of the information management system of Fujian criminal technology laboratory.Firstly,using Excel software to describe the administrative cycle data as a whole,according to the formula average administrative efficiency = total duration / total case quantity to calculate the defined dependent variable physical evidence identification administrative efficiency,understand its basic distribution law and the correlation between data,and then use The SPSS data analysis software performs an independent sample T test and multiple regression analysis on the overall data of the administrative cycle to empirically test the four independent variables,and on this basis,confirms the hypothesis proposed.The results show that the average efficiency of physical evidence identification in Quanzhou Public Security System is about 16 working days;the highest proportion of DNA identification,the lowest proportion of forensic examination;The result of administrative cycle is that Forensic text is the longest,followed by DNA identification and Physical and Chemical examination.There is little difference between the two,followed by Trace examination,and Text examination is the shortest;Most of the cases accepted by Quanzhou Public Security System are criminal cases.The identification efficiency of criminal cases is not significantly different from the average efficiency.The efficiency of civil case identification is slightly higher than that of other cases,and it is improved compared with criminal cases;the vast majority The cases are all internal identification,no external institutions are involved;after the participation of external institutions,the administrative efficiency is greatly reduced;the proportion of cases with urgent needs is about one-tenth,and the efficiency of identification of non-emergency cases is slightly reduced.The identification efficiency has been greatly improved.The results of the administrative cycle and administrative efficiency of the public security system in Quanzhou public security system reflect the work intensity and effectiveness of the identification of physical evidence in Quanzhou,and also show the improvement.With the development of society,the requirements of physical evidence identification are further improved.According to the research findings of this paper,the following suggestions are put forward: improve the legislation of the administrative prescription system of physical evidence appraisal,accelerate the construction of the standardization system of physical evidence appraisal,and optimize the communication and cooperation system of physical evidence appraisal.
